Public Notices

The City Clerk's office issues public notices to keep Winterville citizens informed of government or government-related activities that will affect their everyday lives. Public notices provide transparency and accessibility to citizens, which helps the electorate make well-informed decisions.

Public notices are posted at City Hall, and are posted below as well as on Facebook. The City of Winterville will publish hearing notices in the Winterville Gazette when possible.

The City Clerk's office is responsible for placing public notices.

Public Hearing

9-13-17 - The Winterville City Council will conduct a Public Hearing Tuesday, October 3, 2017 at 5:30 pm in the Winterville City Hall. The purpose of the public hearing is to receive public input regarding the final draft, 6.0 version of the Winterville Tree Ordinance. Documents are available for review at www.cityofwinterville.com or City Hall. Those wishing to address Mayor and Council are required to sign up on a form provided by the City prior to the commencement of the hearing.

Notice of Public Hearing

The City of Winterville, together with its Mayor and City Council, will hold a Public Hearing on March 7, 2017 at 5:30 p.m. at Winterville City Hall, 125 N. Church Street.  The purpose of the public hearing is to present an ordinance to be adopted to establish a Historic Preservation Commission to designate historic properties or districts, to provide for issuance of certificates of appropriateness as well as develop an appeal procedure, and to repeal conflicting ordinances, among other tasks.  All interested parties wishing to address the mayor and City Council must sign up to speak in advance of the hearing.

Notice of Commercial District Design Guidelines Workshop
Mayor Ferrelle will hold an open workshop on Monday, August 29 at the Winterville Train Depot, from 7:00 to 8:00 p.m. to discuss the design guidelines and commercial development plan for Winterville's commercial district. In February, the City Council voted to place a six-month moratorium on all commercial development within city limits, and voted in June to extend the moratorium for an additional six months. The City of Winterville is working with relevant actors to develop new planning and zoning guidelines. Citizens are invited to share their input on how the Five Points business corridor should look moving forward.

Notice of Rezoning Hearing
The Winterville City Council will conduct a Public Hearing on Tuesday, August 23, 2016 at 5:30 p.m. in the Winterville City Council Chambers, 125 North Church Street, Winterville, GA 30683.

The purpose of the Public Hearing is to consider rezoning a portion of a tract of land known as the Winterville Station Subdivision, owned by White Oaks Estates LLC., from R20H to Rural Residential (RR) and as a recommendation from Winterville Planning and Zoning to the Mayor and City Council for action to be taken. Documents are available for review at City Hall. Those wishing to address Mayor and Council regarding this application are required to sign up on a form provided by the City prior to the commencement of the hearing.

Notice of Land Combination Hearing
The Winterville City Council will conduct a Public Hearing on Tuesday August 23, 2016 at 5:45 p.m., followed by a Called Meeting, in the Winterville City Council Chambers, 125 North Church Street, Winterville, GA 30683.

The purpose of the Public Hearing is to review a combination plat and required improvements to the Winterville Station Subdivision, owned by White Oaks Estates LLC. It has been recommended by the Winterville Planning and Zoning Commission to the Mayor and City Council that action be taken. Documents are available for review at City Hall. Those wishing to address Mayor and Council regarding this application are required to sign up on a form provided by the City prior to the commencement of the hearing.

Notice of Proposed Tax Increase - Posted June 16, 2016

The City of Winterville announces its intention to increase property taxes it will levy this year by 1.01 percent.

Each year, the Clarke County Tax Assessors Office is required to review the assessed value for property tax purposes of taxable property in the city. When the trend of prices on properties that have recently sold in the city indicate there has been an increase in the fair market value of any specific property, the County Board of Assessors is required by law to complete a reassessment in order to redetermine the value of such property and increase the assessment.

When the total digest of taxable property is prepared, Georgia law requires a new rollback millage rate that will produce the same total revenue on the current year's new digest that last year's millage rate would have produced had no reassessments occurred. The budget tentatively adopted by the City of Winterville requires a millage rate higher than the rollback millage rate.

Before the City of Winterville may finalize the tentative budget and set a final millage rate, Georgia law requires that three public hearings be held to allow the public the opportunity to express their opinions on this increase.

In accordance with Georgia law, the City of Winterville invites all concerned citizens to the public hearings on this tax increase, which will be presented in conjunction with the 2017 City Budget. The hearings are to be held at the following locations at the indicated times:

Tuesday, July 5, 2016 5:30 p.m.
Tuesday, July 12, 2016 11:30 a.m.
Tuesday, July 12, 2016 6:30 p.m.
