The Mayor and City Council held the regular City Council meeting on Tuesday, February 14, 2023 at 6:00 p.m. at Winterville City Hall. The meeting was streamed live via YouTube.
Mayor Ferrelle called the meeting to order at 6:00 p.m. Also present were Councilpersons, Amanda Mooney, Melissa Metzger, Bruce Johnson, Timothy-Pierce Tomlin, City Attorney, David Ellison, and Municipal City Clerk Wendy Bond.
The Pledge of Allegiance was recited.
Approval of Minutes:
Councilperson Metzger moved to accept the regular minutes of January 10, 2023 as presented. The motion was seconded by Councilperson Pierce-Tomlin and the minutes were approved unanimously.
Unfinished Business: None.
New Business:
The First Item of New Business: Moores Grove Rezone. Councilperson Johnson moved to defer the rezone request of the Moores Grove rezone to the regular meeting of March 14, 2023. The motion was seconded by Councilperson Pierce-Tomlin and deferred unanimously.
The Second Item of New Business: Community Center Plumbing. Councilperson Metzger moved to approve up to $1200 of SPLOST 2011 or SPLOST 2020 funds, as available, to make repairs to the Winterville Community Center sewer line plumbing. The motion was seconded by councilperson Mooney and approved unanimously.
The Third Item of New Business: Carter Coile Doctor Museum Electrical. Councilperson Pierce-Tomlin moved to approve up to $1838 of the General Fund for electrical repairs at the doctors museum. The motion was seconded by Councilperson Metzger and approved unanimously. The Fourth Item of New Business: Auditorium WIFI. Councilperson Metzger moved to approve up to $1199 in ARPA funds for a WIFI system in the auditorium. The motion was seconded by Councilperson Mooney and approved unanimously.
The Fifth Item of New Business: Decommissioned Police Car. Councilperson Mooney moved to approve the sale of a decommissioned police car to the Oglethorpe County Sheriff’s Department. The motion was seconded by Councilperson Pierce-Tomlin and approved unanimously.
The Sixth Item of New Business: Business License, Valentine Studio, LLC. Councilperson Mooney moved to approve the Home Occupation Business Licensee for Keri Valentine, Valentine Studio, LLC as presented. The motion was seconded by Councilperson Metzger and approved unanimously.
The Seventh Item of New Business: Business License, Miller’s Re-fined Pallet, LLC. Councilperson Mooney moved to approve the Home Occupation Business Licensee for Dan Miller, Miller’s Re-find Pallet, LLC as presented. The motion was seconded by Councilperson Metzger and approved unanimously.
Committee Reports:
Public Finance – Clerk Bond provided financial statements through January 31 2023. The statements are available for review by the public by request.
Public Safety (Fire & Police) – Councilperson Mooney gave a verbal report. Chief Painter followed with a comment regarding solving two financial crimes within the city.
Fire Department – Chief Michael Gabriel submitted a call report.
Public Works – Tom Doonan and his crew are currently building a 20 x 20 deck off the side of the auditorium along with a custom door entrance to it. The second floor of the Community Center floors are being repaired. A new concession bar has been built and installed in the lobby of the auditorium.
Communications Committee – Councilperson Metzger gave a verbal report. A new editor for the Winterville Gazette will begin with the April, May, June issue.
Winterville Community Center – Jack Eisenman was not in attendance.
Dr. Museum Report – Jonathan Scott gave a verbal report.
Marigold Market – Sherrie Anderson gave a verbal report.
Library Report – Deirdre Murray gave a verbal report.
Clerk’s Report – No report.
City Attorney’s Report – No report.
Mayor’s Report – Mayor Ferrelle gave a brief report.
Firefly Local Action Committee – No report.

Councilperson Pierce-Tomlin moved to adjourn at 6:23 p.m. The motion was seconded by Councilperson Mooney and adjourned unanimously.
