Regular Meeting:
Chairperson Burch called the meeting to order at 5:30 p.m.
Minutes: Member Field move to approve the Minutes of July 1, 2024. The motion was seconded by Member Valentine and approved unanimously.

New Business:
1. Luis Martinez, 115 Winter Hill Drive - Submitted an application for his business, Foam Guard, LLC. To comply with city regulations, he would not be permitted to park a commercial vehicle on the street, nor receive product deliveries at his residence. The Commission recommended he find a physical location other than his residence to store and receive his products and park his commercial vehicles. He would be permitted to use his residence as a home office only. Once he secures a suitable location, he can provide proof to the City Clerk, who will pass it along to the committee. No action was taken.
2. Golden Pantry (Engineering Firm: Core States; Representative: Phillip Takacs) - Member Spratlin moved to approve a zoning demolition permit for the Golden Pantry, 315 Athens Road. The outside contractor handling the demolition must comply with normal protocol for commercial demolition particularly for handling hazardous materials. A HazMat Report will also be required. The motion was seconded by Member Dawson and passed unanimously.
3. Todd Pulliam, 450 Robert Hardeman Road (Land Subdivision) - Member Field moved to approve the subdivision of 5.951 acres from the existing parcel #291 011D currently zoned R20H. The surveyor will submit the plat to Athens-Clark County to assign a new map and parcel number to the newly subdivided lot. (Received 8/13/2024 to be: 291 011H.) The motion was seconded by Member Spratlin and passed unanimously.
4. Todd Pulliam, 450 Robert Hardeman Road. (Rezoning Request) Mr. Pulliam submitted an application to rezone the newly subdivided lot from R20H to C-1. Once the new parcel number is assigned, (#291 011H), he will post a sign for the rezone public hearing and an ad will be run in the local organ. No action was taken.
5. Dennis Long. 360 South Main Street. Code Enforcement Officer, Jack Reddick, visited Mr. Long regarding concerns that his residence appears to be operating as a business. Mr. Long insists that he is working on lawnmowers as a hobby and not running a business. Officer Reddick informed Mr. Long that removing the excess lawn mowers would improve appearance of his property and lessen the impression that he is running a business. No action was taken.
A+ Tow Pro - A letter will be drafted to put A+ Tow Pro on notice for non-compliance with the original agreement with the city, which prohibits cars from being stored outside for unless inside a structure or building. Member Dawson moved that a letter be hand-delivered giving A+ Tow Pro 30 days to comply or face a citation and a court appearance. The motion was seconded by Member Valentine and unanimously approved.
6. Thomas Santosky, 201 South Church Street – The secondary building located at 201 South Church Street has become an unsafe structure, collapsing in on itself. P&Z will send a letter requiring the unsafe structure to be demolished and removed, and a hazardous materials report to be submitted to the city within 60 days. Any wells on the property must also be secured safely. Member Field moved to send/deliver a letter to Mr. Santosky. The motion was seconded by Member Spratlin and passed unanimously. Although this property is located in the Historic District, the house is beyond repair. P&Z will confer with the Historic Preservation Commission (HPC) on this matter.
