Public Hearing #1 - Budget
The Winterville City Council held two (2) Public Hearings Tuesday November 5, 2024 at 6:00 pm and Tuesday November 12, 2024 at 6:00 pm, in Winterville City Hall; to receive public input regarding the Proposed City of Winterville Budget for the year 2025. Documents were available for review at City Hall or on the City’s website: www.cityofwinterville.com. Those wishing to address Mayor and Council were required to sign up on a form provided by the city prior to the commencement of the hearing.
Mayor Ferrelle opened the Public Hearing at 6:00 pm. No public signed up to speak. He closed the hearing at 6:04 pm.
Public Hearing #2 – Charter Amendment
(As advertised) The City of Winterville, acting by and through the Mayor and City Council of Winterville, desires to amend of the Charter of the City of Winterville pursuant to its authority conferred by the Constitution and the Laws of Georgia. The purpose of this amendment is to allow the City of Winterville to grant licenses to sell distilled spirits within the City of Winterville. Therefore, the Mayor and City Council of Winterville propose that Section 25 of the Charter of the City of Winterville be amended to delete the following from Section 25 in its entirety:
The Mayor and City Council shall forever be prohibited from granting licenses or permits in any form to anyone to sell distilled spirits within the City of Winterville. The Mayor and City Council shall be authorized to grant licenses or permits to persons to sell or manufacture malt beverages or wine within the City of Winterville in accordance with the laws of the State of Georgia and any rules, regulations and ordinances enacted by the City of Winterville.
And to substitute the following words in lieu thereof:
The Mayor and City Council shall be authorized to grant licenses or permits to persons to sell or manufacture malt beverages, wine or distilled spirits within the City of Winterville in accordance with the laws of the State of Georgia and any rules, regulations and ordinances enacted by the City of Winterville.
Any portion of that Charter in conflict with this ordinance amending the Charter of the City of Winterville will be repealed upon final adoption of the amending ordinance.
Public Hearings on the ordinance amending the Charter of the City of Winterville will be held at the Mayor and City Council’s regular meetings on November 12, 2024 and December 10, 2024 which will be held at Winterville City Hall, 125 N. Church Street, Winterville, Georgia 30683. A copy of this ordinance is on file with the Winterville City Clerk and the Clerk of Superior Court of Athens-Clarke County for purposes of examination and inspection by the public. A copy of the proposed amendment is available upon written request to the Winterville City Clerk, Wendy Bond, 125 N. Church Street, P.O. Box 306, Winterville, GA 30683.

The Mayor and City Council held their regular City Council meeting on Tuesday November 12, 2024 at 6:00 pm at Winterville City Hall.
Attendees: Mayor Dodd Ferrelle, Bruce Johnson, Melissa Metzger, Jonathan Mosley, Municipal Clerk Wendy Bond and City Attorney David Ellison.
The Pledge of Allegiance was recited.
Approval of Minutes:
Councilperson Johnson moved to approve the minutes of October 8, 2024. The motion was seconded by Councilperson Mosley and approved unanimously.
Unfinished Business: None.
New Business:
The First Item of New Business: 2025 Budget. Councilperson Johnson moved to adopt a resolution approving the 2025 city budget as presented. The motion was seconded by Councilperson Metzger and adopted unanimously.
The Second Item of New Business: Police Chief Position. Councilperson Mosley moved to appoint Colt Young as the Winterville Police Chief. The motion was seconded by Councilperson Metzger and approved unanimously. Mayor Ferrelle swore him in and presented him with his Chief’s badge.
The Third Item of New Business: Cultural Center Director. Councilperson Metzger moved to appoint Tina Mills as the permanent Director of the Winterville Cultural Center. The motion was seconded by Councilperson Mosley and approved unanimously.
The Fourth Item of New Business: Blacksmith Shop Bid Award. Councilperson Metzger moved to approve Character Built Construction as the low bidder of $320,474.07 with add alternate pricing of $26,000.00 making the total possible total of $347,028.25, which comes within the $489,000.00 CDBG grant awarded. The motion was seconded by Councilperson Johnson and approved unanimously.
The Fifth Items of New Business: Intersection Improvements Bid Award. Councilperson Johnson moved to approve College Pro Landscaping as the low bidder of $327,730.00 for intersection improvements. The motion was seconded by Councilperson Metzger and unanimously approved.
The Sixth Item of New Business: WVFD Golf Cart. Councilperson Johnson moved to approve $10,545.00 SPLOST 2020 funds for the purchase of a golf cart from Fat Boy’s Golf Carts. The motion was seconded by Councilperson Mosley and unanimously approved.
The Seventh Item of New Business: Gallery Request. Councilperson Mosley moved to table this item until further notice. The motion was seconded by Councilperson Johnson and unanimously tabled.
The Eighth Item of New Business: TSPLOST Project Proposals for ACC. Councilperson Metzger moved to approve a list of TSPLOST projects to Athens-Clarke County as presented. The motion was seconded by Councilperson Mosley and unanimously approved.
The Ninth Item of New Business: GMA Franchise Fee Evaluation Project. Councilperson Mosley moved to approve up to $1,050.00 general funds to inter into a one-year agreement with the Georgia Municipal Association to provide franchise compliance with the City. The motion s seconded by Councilperson Metzger and unanimously approved.
The Tenth Item of New Business: Quotes for City Hall Bathroom Project. Councilperson Johnson moved to table this item until further notice. The motion was seconded by Councilperson Metzger and tabled unanimously.
The Eleventh Item of New Business: Decommissioned Police Car Sale. Councilperson Metzger moved to approve the sale of a decommissioned police car to Oglethorpe County for $2,000.00. The motion was seconded by Councilperson Mosley and unanimously approved.
The Twelfth Item of New Business: Charter Amendment Ordinance. Councilperson Mosley moved to adopt the ordinance to amend the Charter. The motion was seconded by Councilperson Johnson and adopted unanimously. (This is the first of two required votes.)
The Thirteenth Item of New Business: Code Text Amendment/Special Use. No action was taken. An advertisement for a Public Hearing on this item is scheduled to run in the local organ on November 22, 2024.
