Minutes August 11, 2026
The Mayor and City Council held their regular City Council meeting on August 11, 2026 at 6:00 p.m. at Winterville City Hall, 125 N Church Street, Winterville, Georgia.
Attendees:
Mayor Dodd Ferrelle; Mayor Pro-Tem, Bruce Johnson; Council Members Jonathan Mosley, Heidi Spratlin, and Timothy Pierce-Tomlin; and City Clerk Wendy Bond.
Mayor Ferrelle called the meeting to order at 6:00 p.m.
The Pledge of Allegiance was recited.
Approval of Minutes:
Councilperson Mosley moved to approve the minutes of July 7, and July 14, 2026. The motion was
seconded by Councilperson Spratlin and approved.
Old Business – None.
New Business
The First Item of New Business: Natural Area & Parkview Sidewalk. Councilperson Johnson
moved to approve $218,000 TSPLOST 2023 funds for completion three (3) stages of work as part
of the Pittard Park expansion project. The scope of work includes $82,270 for the sidewalk
extension along Parkview; $98,170 Walk #1; and $32,315 Walk #2, including an additional $5,245 for overage. The motion was seconded by Pierce-Tomlin and unanimously approved. The Flower Power Company is the awarded contractor.
The Second Item of New Business: CCSD/Wesley Whitehead Field, W&A Engineering.
Councilperson Pierce-Tomlin moved to approve $10,150 in TSPLOST 2023 funds for
engineering to improve the existing Wesley Whitehead Park to include youth soccer
field(s), one reconfigured baseball diamond, one dog park, and associated parking, utility
and restroom facilities. The project will also include a new entrance configuration for the
Winterville Elementary School drop-off lane. The motion was seconded by Councilperson
Spratlin and unanimously approved. W&A Engineering is the approved engineering firm.
The Third Item of New Business: Robert Hardeman to Peachtree Street Sidewalk.
Councilperson Spratlin moved to table this item for further discussion. The motion was seconded by Councilperson Johnson and unanimously approved.
The Fourth Item of New Business: AED Defibrillator. Councilperson Johnson moved approve the expenditure of $1,452.00 in SPLOST 2020 funds to purchase a new AED defibrillator for the Cultural Center. The motion was seconded by Councilperson Mosley and unanimously approved.
The Fifth Item of New Business: Public Works New Mower. Councilperson Johnson moved to approve $11,273.39 in TSPLOST 2023 funds for the purchase of a new mower for Public Works. The motion was seconded by Councilperson Pierce-Tomlin and unanimously approved.
Public Finance – (Councilpersons Mosley & Johnson): Councilperson Mosley gave a brief update. Clerk Bond has prepared financial statements through July 31, 2026. The Finance Committee continues to work on the 2027 budget.
Public Safety (Councilperson Pierce-Tomlin & Spratlin): Councilperson Spratlin gave a verbal
report.
Fire Department – Chief Gabriel submitted a written report.
Police Department – No additional report.
Public Works – (Councilperson Johnson and Mosley) Councilperson Johnson gave a verbal
report. The new playground equipment has been ordered and should arrive around September 1, 2026.
Communications – (Councilperson Pierce-Tomlin & Spratlin) Councilperson Pierce-Tomlin gave a verbal report. The city’s Charter Day event will be Saturday August 15, 2026 in the Marigold Auditorium.
Cultural Center – No report.
Museum Report – No report.
Library Report – Sam Watson gave a verbal report.
Clerk’s Report – No report.
City Attorney’s Report – No report.
Mayor’s Report – Mayor Ferrelle gave a brief verbal report.
Public Comments – Chief Gabriel commented on the status of firefighter David Hooper, who is currently suffering from stage 4 cancer. David has been a loyal member of the Winterville Volunteer Fire Department for over 20 years. There are plans for a local fundraiser to help the family during this time of crisis.
Councilperson Mosley moved to go into Executive Session at 6:25 p.m. for a personnel matter. The motion was seconded by Councilperson Spratlin and unanimously approved.
Councilperson Mosley moved to close the Executive Session at 6:31 p.m. and return to regular session. The motion was seconded by Councilperson Spratlin and unanimously approved.
Adjournment: Councilperson Pierce-Tomlin moved to adjourn. The motion was seconded by
Councilperson Spratlin and adjourned at 6:31 p.m.
