Minutes                                                                                                               March 10, 2026

 

The Mayor and City Council held their regular City Council meeting on March 10, 2026 at 6:00p.m. at Winterville City Hall, 125 N Church Street, Winterville, Georgia.


Attendees:


Mayor Dodd Ferrelle; Mayor Pro-Tem, Bruce Johnson; Council Members Jonathan Mosley;

Timothy Pierce-Tomlin; and City Clerk Wendy Bond. Heidi Spratlin and City Attorney David

Ellison were unable to attend.


Mayor Ferrelle called the meeting to order at 6:00 p.m.


The Pledge of Allegiance was recited.


Approval of Minutes:


Councilperson Pierce-Tomlin moved to approve the minutes of February 10, 2026. The motion was seconded by Councilperson Mosley and approved unanimously.


Old Business – None.


New Business


The First Item of New Business: Athens Living Presentation. Andrew Trawick — Publisher of

Athens Living Magazine, came before Council to give an overview of the Athens Living

Magazine.


The Second Item of New Business: Pittard Park Playground PER Bids. Councilperson Pierce

Tomlin moved to approve SPG Planners & Engineers as the approved firm for the Pittard Park

Expansion Project, under the LWCF (Land, Water, Conservation Fund) Grant. At a PER cost

estimate of $5,000.00 SPLOST 2020 funds (Quality of Life/Family Friendly Upgrades &

Improvement bucket). The motion was seconded by Councilperson Johnson and unanimously approved. {LWCF Grants require a 50% match.}


The Third Item of New Business: Pittard Park Civitan Grant Matching Funds. Councilperson

Pierce-Tomlin moved to approve up to $23,000.00 SPLOST 2020 funds to match a Civitan grant, pending that it is awarded, as matching grant funds for the Pittard Park Expansion Project. The motion was seconded by Councilperson Johnson and unanimously approved.


The Fourth Item of New Business: Marigold Farm Stop Sealed Bid/Mou. Councilperson Pierce Tomlin moved to approve the process to approve the criteria for a sealed bid process and MOU for the Blacksmith shop building. The motion was seconded by Councilperson Mosley and unanimously approved. The ad will be placed in the Athens Banner Herald as soon as possible.


The Fifth Item of New Business: Alcohol License Fees. Councilperson Johnson moved to approve changes to the alcohol license fees to the following:


Class D, retail distilled spirits by the drink $750.00

Class E, retail beer by the drink $750.00

Class F, retail wine by the drink $750

Sunday Sales Permit $0.00


The motion was seconded by Councilperson Pierce-Tomlin and unanimously approved.


The Sixth Item of New Business: WVFD Safety Tools Package. Councilperson Pierce-Tomlin

moved to approve up to $30,000 SPLOST 2020 funds for safety tools to be purchased for the fire department. The motion was seconded by Councilperson Johnson and unanimously approved.


The Seventh Item of New Business: Public Works Work Order Form. Councilperson Pierce

Tomlin moved to approve a Public Works Work Order form to provide all city departments and Council a way to communicate with Public Works The motion was seconded by Councilperson Mosley and unanimously approved. This will streamline the process and have a paper trail to keep up with city projects.


Committee Reports:

Public Finance – (Councilpersons Mosley & Johnson): Clerk Bond has prepared financial

statements through February 28, 2026. Documents are available for public review upon request.


Public Safety (Councilperson Pierce-Tomlin & Spratlin): Councilperson Pierce-Tomlin gave a

verbal report.


Fire Department – Chief Michael Gabriel submitted a call report.


Police Department – Chief Young gave a verbal report.


Public Works – (Councilperson Johnson and Mosley) Councilperson Johnson gave a verbal

report.


Communications – (Councilperson Pierce-Tomlin & Spratlin) Councilperson Pierce-Tomlin gave a verbal report.


Cultural Center – Sam Marx & Tina Mills gave a verbal report.


Museum Report – No report.


Marigold Market & Food Hub –The Firefly Farm Stop grand opening will be April 11, 2026 at

11:00 am.


Library Report – Sam Watson gave a verbal summary of her submitted report.


Clerk’s Report – No report.


City Attorney’s Report – No report.


Mayor’s Report – Mayor Ferrelle gave a brief verbal report.


Public Comments –


Adjournment: Councilperson Johnson moved to adjourn. The motion was seconded by

Councilperson Pierce-Tomlin and adjourned at 6:35 p.m.
