Regular Meeting – Minutes May 9, 2023


The Mayor and City Council held the regular City Council meeting on Tuesday, May 9, 2023 at 6:00 p.m. at Winterville City Hall. The meeting was streamed live via YouTube.

Mayor Ferrelle called the meeting to order at 6:00 p.m. Also present were Councilpersons, Melissa Metzger, Bruce Johnson, Amanda Mooney (attended via Zoom), City Attorney, David Ellison, and Municipal City Clerk Wendy Bond.


The Pledge of Allegiance was recited.


Approval of Minutes:

Councilperson Metzger moved to accept the regular minutes of April 11, 2023 and the as presented. The motion was seconded by Councilperson Johnson and the minutes were approved unanimously.


Unfinished Business:

None.


New Business:

The First Item of New Business: Comprehensive Plan Update. Councilperson Metzger moved to adopt the Comprehensive Plan Update Resolution as presented. The motion was seconded by Councilperson Johnson and approved unanimously.


The Second Item of New Business: Elevator Project Winterville Community Center. Councilperson Johnson moved to award the Community Center elevator project to Fairway Elevator Company. The total contract totals $91,277.00 to be paid from SPLOST 2020 funds. Seventy-Five Thousand Dollars ($75,000.00) will be reimbursed by the Georgia Council for the Arts Cultural Facilities Grant. The motion was seconded by Councilperson Metzger and approved unanimously.


The Third Item of New Business: Police Truck light bar. Councilperson Metzger moved to approve up to $1400 in general funds to purchase and replace the light bar on the Ram police truck. The motion was seconded by Councilperson Mooney and approved unanimously.


The Fourth Item of New Business: WPD Bike Patrol Equipment. Councilperson Metzger moved to approve up to $2,000 in ARPA Funds to purchase a bicycle and equipment for the new bike officer, Kristy Dassow Reed. The motion was seconded by Johnson and approved unanimously.


The Fifth Item of New Business: B&B Ordinance and Taxes. Councilperson Johnson moved to table this item until the June meeting. The motion was seconded by Councilperson Metzger and tabled unanimously.


The Sixth Item of New Business: Black Smith Architect. Councilperson Johnson moved to award the bid of $5,000 in ARPA funds for an architect, to Brandied History for the Blacksmith Shop building. The motion was seconded by Councilperson Metzger and approved unanimously.


The Seventh Item of New Business: ACC JDA Member. Councilperson Metzger moved to appoint Virginia Ball as a new member for the Athens-Clarke County Joint Development Authority. The motion was seconded by Councilperson Johnson and approved unanimously.


The Eighth Item of New Business: WFVD/WPD Safety Medications. Councilperson Mooney moved to table this item. The motion was seconded by Councilperson Metzger and tabled unanimously.


Councilperson Mooney will contact all parties involved and set up a meeting.


The Ninth Item of New Business: Diversity Listing. Councilperson Johnson moved to approve adding the city to the Georgia Municipal Association’s Diversity Listing. The motion was seconded by Councilperson Mooney and approved unanimously.


The Tenth Item of New Business: Center Official Name. Councilperson Johnson move to name the Winterville Cultural Center and the Marigold Auditorium as the official name of the community center and auditorium. The motion was seconded by Councilperson Johnson and approved unanimously.


The Eleventh Item of New Business. Jack Eisenman’s computer. Councilperson Johnson moved to approve up to $1400 in general funds to replace the Center’s laptop. The motion was seconded by Councilperson Metzger and approved unanimously.


The Twelfth Item of New Business. GoHam’s Exclusive Kicks. Councilperson Johnson moved to approve the general business license for Vida Jefferies store, GoHam’s Exclusive Kicks as a retail business. It was understood by the owner, no food or car detailing would be allowed due to requirements of the Georgia Health Department.


Committee Reports:

Public Finance – Clerk Bond provided financial statements through April 30, 2023. The statements are available for review by the public by request.

Public Safety (Fire & Police) – Councilperson Mooney gave a verbal report.

Fire Department – Chief Michael Gabriel submitted a call report.

Public Works – Renovations are continuing on the Community Center 2nd floor.

Communications Committee – Councilperson Metzger gave a verbal report.

Winterville Community Center – Jack Eisenman gave a verbal report.

Dr. Museum Report – Jonathan Scott gave a verbal report.

Marigold Market – Sherrie Anderson and Sarah Hovater each gave a verbal report.

Library Report – No report.

Clerk’s Report – No report.

City Attorney’s Report – No report.

Mayor’s Report – Mayor Ferrelle gave a brief report.

Firefly Local Action Committee – No report.

Announcements – None.

Councilperson Johnson moved to adjourn at 6:36 p.m. The motion was seconded by Councilperson Metzger and adjourned unanimously.
