Minutes from October 11, 2022 City Council Meeting

The Mayor and City Council held the regular City Council meeting on Tuesday, October 11, 2022, at 6:00 pm at Winterville City Hall. The meeting was not streamed live due to technical issues.

Mayor Ferrelle called the meeting to order at 6:00 p.m. Also present were Councilpersons, Amanda Mooney, Melissa Metzger, Bruce Johnson, Timothy-Pierce Tomlin, and Municipal City Clerk Wendy Bond, and City Attorney, David Ellison.


The Pledge of Allegiance was recited.


Approval of Minutes: Councilperson Pierce-Tomlin moved to accept the regular minutes of September 13, 2022 as presented. The motion was seconded by Councilperson Johnson and the minutes were approved unanimously.


Unfinished Business: Mayor Ferrelle called for a vote to postpone the 2021 Budget Amendment indefinitely as the city auditor does not recommend amending the budget after the audit has been completed. Motion was made to this effect by Councilperson Johnson, seconded by Councilperson Pierce-Tomlin and approved unanimously.


New Business:

The First Item of New Business: In his efforts to help the city go-green, Councilperson Johnson presented the City of Winterville 100% Clean and Renewable Energy Resolution to Mayor and Council. Councilperson Johnson moved to adopt the resolution as presented. The motion was seconded by Councilperson Metzger and approved unanimously.


The Second Item of New Business: Mayor’s Pledge. Mayor Ferrelle signed the attached ‘Mayor’s for 100% Clean Energy Endorsement’. No action was necessary.


The Third Item of New Business: 2021 Audit. The city auditor has completed a draft copy of the 2021 audit and provided a copy to the city for review. A final copy will be formally presented in November.


The Fourth Item of New Business: 2023 Budget. The 2023 Draft Budget is available for review. A Public Hearing is scheduled for November 1, 2022 6:00 pm. No action was necessary.


The Fifth Item of New Business: Marigold Collective Proposal. Councilperson Pierce-Tomlin moved to table the Marigold Collective Proposal for further discussion. The motion was seconded by Councilperson Johnson and tabled unanimously.


The Sixth Item of New Business: WVFD/Safety Committee recommendation: The Safety Committee has met with the Fire Department and made a recommendation. Councilperson Pierce-Tomlin moved to approve up to $30,000 for safety equipment for the new fire truck, funded by the sale of the Engine #1 fire truck of $50,000. The motion was seconded by Councilperson Metzger and approved unanimously.


The Seventh Item of New Business: Councilperson Mooney is currently working on a continued Wellness Project. No action was necessary. The Eighth Item of New Business: Buzzing for Literacy. The Winterville Elementary School has requested funding for a new project called Buzzing for Literacy. Councilperson Metzger moved to approve up to $1500 in ARPA funds for this project. The motion was seconded by Councilperson Johnson and approved unanimously.


The Ninth Item of New Business: Councilperson Mooney moved to appoint Brian Herndon to the Tree Commission as a new member. The motion was seconded by Councilperson Pierce-Tomlin and approved unanimously.


Committee Reports:

Public Finance – Clerk Bond provided financial statements through September 30, 2022. The statements are available for review by the public by request.

Police Department – No report.

Fire Department – Chief Michael Gabriel and Ray Durie traveled to Emmitsburg, Maryland for the dedication of Richard “Ricky” Knight being inducted to the wall of fallen firefighters in the line of duty.

Public Works – Councilperson Johnson reported on the auditorium project and the solar project. Communications Committee – Councilperson Mooney stated they have acquired an all-household address list from the post office. Since the newsletter has already been mailed out for the current quarter it will be used for the next edition.

Winterville Community Center – David Matthews-Morgan provided a written report.

Dr. Museum Report – Jonathan Scott gave a verbal report.

Marigold Market – Sherrie Anderson gave a verbal report.

Library Report – Deirdre Murray gave a verbal report and reported that Sam Watson is the new assistant librarian.

Clerk’s Report – No report.

City Attorney’s Report – No report.

Mayor’s Report – Mayor Ferrelle gave a brief report.

Firefly Local Action Committee – No report.

Public Comment – None.

Announcements – None.
