Minutes from August 8, 2023 City Council Meeting


The Mayor and City Council held the regular City Council meeting on Tuesday August 8, 2023 at 6:00 pm at Winterville City Hall.


Mayor Ferrelle called the meeting to order at 6:00 pm. Also present were Councilpersons, Melissa Metzger, Bruce Johnson, Amanda Mooney, City Attorney, David Ellison, and Municipal City Clerk Wendy Bond.


The Pledge of Allegiance was recited.


Approval of Minutes:

Councilperson Johnson moved to accept the regular minutes of July 11, 2023 and the as presented. The motion was seconded by Councilperson Mooney and the minutes were approved unanimously.


Unfinished Business:

None.


New Business:

The First Item of New Business: 2024 Budget. The 2024 draft budget is in place and the public hearings will be advertised for the Tuesday October 3, 2023 Workshop and the regular City Council meeting Tuesday October 10, 2023 at 6:00 pm.


The Second Item of New Business: Pittard Park Crosswalk and sidewalk. Councilmember Johnson moved to approve up to $90,000 for the Pittard Park Crosswalk and connecting sidewalk. Funding for this project will be a combination of TSPLOST 2018 and 2023/2024 LMIG funds. The motion was seconded by Councilperson Mooney and approved unanimously.


The Third Item of New Business: B&B Lodging Tax. City Attorney Ellison will create an ordinance enacting a three-percent (3%) B&B lodging tax. This ordinance will be voted on at a later meeting.


The Fourth Item of New Business: Public Works Equipment. Councilperson Metzger moved to approve $13,294.76 SPLOST 2020 funds for the purchase of a Toro 72906 Kohler Command Pro EFI 52” TF mower. The motion was seconded by Councilperson Johnson and approved unanimously.


The Fifth Item of New Business: Pittard Park Playscape surface replacement. After reviewing bids for the Pittard Playground Councilperson Metzger moved to approve up to $35,000 SPLOST 2020 funds to replace the poured rubber surface in Pittard Park around the playground equipment. The motion was seconded by Councilperson Mooney and approved unanimously.


The Sixth and Seventh Item of New Business: Councilperson Mooney moved to appoint Sally Leitch and Hannah Orsag as new members to the Library Board. The motion was seconded by Councilperson Metzger and approved unanimously.


The Eighth Item of New Business: City Attorney Ellison answered questions regarding citizen requests to pay for a sub-division sign. The city is not allowed to pay any part for a sign.

Sunday beer and wine sales are not currently allowed but the city will look into putting a referendum on the ballot at the upcoming election and let the residents decide.


Committee Reports:

Public Finance – Clerk Bond provided financial statements through July 31, 2023. The statements are available for review by the public by request.


Public Safety (Fire & Police) – Councilperson Mooney gave a verbal report.


Fire Department – Chief Michael Gabriel submitted a call report.


Public Works – Tom Doonan is currently out on medical leave.


Communications Committee – Councilperson Mooney gave a report.


Winterville Cultural Center – Jack Eisenman was not in attendance.


Dr. Museum Report – Jonathan Scott gave a verbal report.


Marigold Market – Sherrie Anderson and Sarah Hovater submitted written reports on the Marigold Market and the Food Hub.


Library Report – Deirdre Murray gave a verbal report.


Clerk’s Report – No report.


City Attorney’s Report – No report.


Mayor’s Report – Mayor Ferrelle gave a brief report.


Firefly Local Action Committee – No report.


Public Comment – None.


Announcements – Charter Day! Saturday August 12, 2023. Food and fun.


Councilperson Metzger moved to adjourn at 6:42 pm. The motion was seconded by Councilperson Mooney and adjourned unanimously.
