The Mayor and City Council held their regular City Council meeting on Tuesday September 10, 2024 at 6:00 pm at Winterville City Hall.


Attendees:

In person: Melissa Metzger, Jonathan Mosley, and Municipal Clerk Wendy Bond.

Virtual Attendance (via Zoom): Mayor Dodd Ferrelle (attending while traveling) Mayor Pro-Tempore, Bruce Johnson


Absent: City Attorney David Ellison


The Pledge of Allegiance was recited.


Approval of Minutes:

Councilperson Mosley moved to approve the minutes of August 13, 2024. The motion was seconded by Councilperson Metzger and passed unanimously.


Unfinished Business: None.


New Business:

The First Item of New Business: Cultural Center Interim Director. Councilperson Mosley moved to appoint Tina Mills as the interim director of the Winterville Cultural Center replacing Jack Eisenman who retired on August 30, 2024. The motion was seconded by Councilperson Metzger and passed unanimously. Ms. Mills resigned from Council to accept this position.


The Second Item of New Business: Auditorium Deck Stain/Gutters, Downspouts and Metal

Trim. Councilperson Johnson moved to approve up to $8200 in ARPA funds for staining the

auditorium deck, and painting gutters, downspouts and metal trim.


The Third Item of New Business: Tree Commission Grant. Councilperson Johnson moved to approve up to $1000 in matching general funds or in-kind for a Tree Give-away event. The motion was seconded by Councilperson Metzger and approved unanimously.


The Fourth Item of New Business. Liquor by the Drink/Charter Amendment. Councilperson

Johnson moved to schedule two public hearings for October 1, 2024 and November 5, 2024 to discuss amending the charter to allow liquor by the dink. The motion was seconded by Councilperson Mosley and approved.


The Fifth Items of New Business: Library Board Members. Councilperson Johnson moved to appoint Cynthia Krestalude and Douglas Bell to the library board. The motion was seconded by Councilperson Mosley and unanimously approved.


The Sixth Item of New Business: Update to Athens-Clarke County and City of Winterville

Hazard Mitigation Plan. Councilperson Mosley moved to authorize Mayor Ferrelle to sign a

resolution to update the Athens-Clarke County and City of Winterville Hazard Mitigation Plan. The motion was seconded by Councilperson Metzger and unanimously approved.


The Seventh Item of New Business: Fright on the Firefly Trail. Councilperson Johnson moved to approve the Fright on the Firefly event consisting of groups within the city as an event for children to trick-or-treat safely along the Firefly trail. The motion was seconded by Councilperson Mosley and unanimously approved.


Committee Reports:

Public Finance (Johnson & Mosley) Clerk Bond has provided financial statements through August 31, 2024. These are available for public review upon request. The budget committee continues to work on the 2025 budget.


Public Safety (Metzger & Mosley) Councilperson Metzger gave a verbal report.


Fire Department – Chief Michael Gabriel submitted a call report.


Police Department – No report.


Public Works (Johnson) – Clerk Bond informed the council Athens-Clarke County has installed cameras at the recycling area, in an effort to reduce the illegal dumping.


Communications Committee (Metzger) – No report.


Winterville Cultural Center –No report.


Dr. Museum Report – Jonathan Scott will submit a written report.


Marigold Market – Sarah Hovater submitted a written report.


Library Report – Toby Mayfield introduced Sam Watson as the newly appointed Winterville Librarian.


Ms. Watson gave a verbal report.


Clerk’s Report – No report.


City Attorney’s Report – No report.


Mayor’s Report – Mayor Ferrelle mentioned that this was his first missed Council meeting in 9 years.


Firefly Local Action Committee – No report.


Public Comment – Sam Alverez expressed concerns about a pothole/ditch at the corner of Smokey Road and N Church Street and requested it be addressed.
