The Mayor and City Council held their regular City Council meeting on September 8, 2026 at 6:00 p.m. at Winterville City Hall, 125 N Church Street, Winterville, Georgia.


Attendees:


Mayor Dodd Ferrelle; Mayor Pro-Tem, Bruce Johnson; Council Members Jonathan Mosley, Heidi Spratlin, and Timothy Pierce-Tomlin; and City Clerk Wendy Bond.


Mayor Ferrelle called the meeting to order at 6:00 p.m.


The Pledge of Allegiance was recited.


Approval of Minutes:


Councilperson Pierce-Tomlin moved to approve the minutes of August 11, 2026. The motion was seconded by Councilperson Mosley and approved.


Old Business – None.


New Business


The First Item of New Business: Robert Hardeman, Smokey Road, Smithonia Sidewalk

Project Design & Engineering Quote. Mayor Ferrelle discussed this item with Council but no

action was taken.


The Second Item of New Business: IGA with ACC and Winterville TSPLOST Project

Management. Mayor Ferrelle discussed this item with Council but no action was taken.


The Third Item of New Business: Code Revision Health Check in 2027. Councilperson Pierce

Tomlin moved to approve an expenditure of $12,000 for a Code Revision Health Check to be completed in 2027, with the funding source to be determined at a later date. The motion was seconded by Councilperson Spratlin and unanimously approved.


Public Finance – (Councilpersons Mosley & Johnson): Councilperson Mosley gave a brief update.

Clerk Bond has prepared financial statements through August 31, 2026. The Finance Committee continues to work on the 2027 budget.


Public Safety (Councilperson Pierce-Tomlin & Spratlin): Councilperson Spratlin gave a verbal

report.


Fire Department – Chief Gabriel submitted a written report.


Police Department – No additional report.


Public Works – (Councilperson Johnson and Mosley) Councilperson Johnson gave a verbal

report. The new first phase of the playground equipment is being installed and should be

completed soon. Flower Power has begun construction of the natural area walking trail.

Communications – (Councilperson Pierce-Tomlin & Spratlin) Councilperson Pierce-Tomlin gave a verbal report.


Cultural Center – No report.


Museum Report – No report.


Library Report – Sam Watson gave a verbal report.


Clerk’s Report – No report.


City Attorney’s Report – No report.


Mayor’s Report – Mayor Ferrelle gave a brief verbal report.


Public Comments –


Councilperson Mosley moved to go into Executive Session at 6:26 p.m. for a personnel matter. The motion was seconded by Councilperson Spratlin and unanimously approved.


Councilperson Pierce-Tomlin moved to close the Executive Session at 6:51 p.m. and return to regular session. The motion was seconded by Councilperson Spratlin and unanimously approved.


Adjournment: Councilperson Pierce-Tomlin moved to adjourn. The motion was seconded by

Councilperson Spratlin and adjourned at 6:51 p.m.
