- Minutes for April 11, 2023 City Council Meeting
The Mayor and City Council held the regular City Council meeting on Tuesday, April 11, 2023 at 6:00 p.m. at Winterville City Hall. The meeting was streamed live via YouTube. Mayor Ferrelle called the meeting to order at 6:00 p.m. Also present were Councilpersons, Amanda Mooney, Melissa Metzger, Bruce Johnson, Timothy-Pierce Tomlin, City Attorney, David Ellison, and Municipal City Clerk Wendy Bond. The Pledge of Allegiance was recited. Approval of Minutes: Councilperson Metzger moved to accept the regular minutes of March 14, 2023 and the called meeting minutes of March 28, 2023 as presented. The motion was seconded by Councilperson Mooney and the minutes were approved unanimously. Unfinished Business: The First Item of Unfinished Business: B&B Ordinance and Taxes. Due to the legalities and details creating an ordinance to collect taxes on a B&B Councilperson Johnson moved to table this item until the May meeting. The motion was seconded by Councilperson Pierce-Tomlin and tabled unanimously. The Second Item of Unfinished Business: WPD Proposal. Councilperson Mooney moved to approve the salary and rank proposal submitted by Chief Painter. The motion was seconded by Councilperson Pierce-Tomlin and approved unanimously. New Business: The First Item of New Business: On-Call Landscaping/Downtown Design Firm. Councilperson Mooney moved to approve Koons Environmental Design to serve as a firm on-call as needed for city projects for the remainder of 2023. The motion was seconded by Councilperson Pierce-Tomlin and approved unanimously. The Second Item of New Business: Community Center official naming. Councilmember Metzger moved to table this item until the May meeting. The motion was seconded by Councilperson Pierce-Tomlin and tabled unanimously. The Third Item of New Business: Auditorium Concession Refrigerator. Councilperson Pierce-Tomlin moved to approve up to $4500 in general funds to purchase a concession refrigerator for the auditorium. The motion was seconded by Councilperson Johnson and approved unanimously. The Fourth Item of New Business: Indemnification Agreement. Councilperson Metzger moved to approve the Indemnification and Release Agreement with Outside Entities, presented by City Attorney Ellison. The amount of insurance limits required may be adjusted on case-by-case basis. The motion was seconded by Councilperson Mooney and approved unanimously. The Fifth Item of New Business: Energy Audit/Doctors Museum. Councilperson Johnson moved to approve general funds up to $400 for an energy audit of the doctor museum. The motion was seconded by councilperson Pierce-Tomlin and approved unanimously. The Sixth Item of New Business: HPC Application, Nancy Tucker. Councilperson Johnson moved to appoint Nancy Tucker to the Historic Preservation Commission replacing Kim Burch. The motion was seconded by Councilperson Mooney and approved unanimously. The Seventh Item of New Business: Garfias Mexican Restaurant. Councilperson Pierce-Tomlin moved to approve the business license for Garfias Mexican Restaurant as presented. - Historic Resources Survey
REQUEST FOR PROPOSALS Winterville Historic Resources Survey City of Winterville, Georgia The City of Winterville, Georgia is requesting proposal submissions from consultants to conduct an intensive historic resources survey of approximately 115 parcels (or as many as funds will allow) in the National Register-Listed Winterville Historic District. The project will be financed in part with funds from the National Park Service, through a 2022 Historic Preservation Fund Grant, administered by the Georgia Historic Preservation Division. The survey project will bring the past-surveyed area up to date with current standards, making sure all resources within the project area will be documented for future consideration in National Register Nominations. The project ensures that all resources that are 40 years or older, regardless of integrity, condition, or location within the historic district have been recorded. The survey will include buildings, structures, sites, and objects located within the Winterville Historic District. This project has been financed with assistance from the Historic Preservation Fund, administered by the National Park Service, U. S. Department of Interior, through the Historic Preservation Division of the Georgia Department of Community Affairs. Any opinions, findings, conclusions or recommendations expressed in this [project/product] are those of the author(s) and do not necessarily reflect the views or policies of the Department of the Interior or the Georgia Department of Community Affairs, nor does the mention of trade names, commercial products or consultants constitute endorsement or recommendation by these agencies. - Seeking Architectural Services for Rehabilitating the 1890 Blacksmith Shop
General The City of Winterville is issuing this Request for Qualifications (RFQ) to architecture firms experienced in project concept-planning, development of architectural plans, and developing construction and bid documents. Responding firms should be technically qualified and licensed to provide these services and experienced in the preparation of plans for redevelopment and historic building rehabilitation. Services provided will include preparation of a Preliminary Architectural Report and further design services if a Community Development Block Grant Redevelopment Fund, or other Federal or State funding, if awarded. Background The City of Winterville is considering applying for the Community Development Block Grant Redevelopment Fund to assist with the rehabilitation of the historic Blacksmith Shop, located in the town center between the Winterville Depot and City Hall. The building has served as a storage space for the City of Winterville for a number of years and has deteriorated into poor condition. The building is believed to be the original blacksmith shop built during a similar timeframe as the Winterville Depot, with an estimated construction date of 1890. The building measures approximately 690 square feet with wood siding and a metal roof. The City would like to redevelop the property to potentially include office space for city operations, a small business, or a local non-profit. Due to the building’s age and location within Winterville’s local historic district and National Register historic district, preservation standards and guidelines need to be considered in the plan. The plan will need to include façade improvements, structural stabilization, and other exterior and interior renovations and upgrades. Administration The RFQ is issued by City of Winterville with technical assistance provided by the Northeast Georgia Regional Commission (NEGRC). Evaluation Procedures for selection of an individual or firm will be in accordance with local government requirements, the Common Rule Selection Process, and HUD administered regulations. All Statements of Qualifications will be evaluated in terms of project approach, timing, experience, quality of work, capacity to perform, and costs. Prior experience in similar projects and qualifications of principal staff should be included. Past performances on similar projects, multi-use planning, and design also will be reviewed for project timeliness, completing work within budget, quality of work and other factors such as knowledge of community. Local government experiences and qualifications desired include, but are not limited to, preparation of architectural plans for rehabilitation projects, historic preservation projects, federally funded projects, building assessment, and estimations of plan implementation costs. Experience in adaptive-use of buildings is also desirable. Information Required The statement of qualifications shall contain the following: A. History of firm and resources B. CDBG/EIP/RDF experience, including other DCA grant programs C. Key personnel/qualifications D. Current workload E. Scope and level of service proposed F. Experience with similar projects and list of references G. Fees and/or Percentages (if any) associated with the Preliminary Architectural Report (PAR) for the application, and Design and Construction Management Services, if the project is funded. The draft PAR would be needed no later than June 30, 2023. H. Errors and Omissions Insurance I. Statement of Qualifications Form J. Section 3 Certification Form (Only Submit with your Qualifications if you are claiming Section 3 Status.) Selection Process The procedure being followed is a request for qualifications followed by a review, ranking, and selection by the City of Winterville. An invitation to conduct the project will be issued to the selected firm and all RFQ respondents will be notified of selection or non-selection at the appropriate time. Procedures for Submission of Statement of Qualifications All interested parties should request copies of the Statement of Qualifications Form and Section 3 Solicitation Package prior to preparing and submitting their qualifications. Statements of qualifications must be received by the NEGRC no later than 5:00 p.m. E.S.T., April 12, 2023. Late submissions will be returned unopened. Facsimile and emailed submittals will not be accepted. All contracts are subject to Federal and State contract provisions prescribed by the Georgia Department of Community Affairs. This project is covered under the requirements of Section 3 of the HUD Act of 1968, as amended and Section 3 Business Concerns are encouraged to apply. B. The City of Winterville also abides by the following laws as they pertain to HUD Assisted Projects: Title VI of the Civil Rights Act of 1964; Section 109 of the Housing and Community Development Act of 1974, Title 1; Title VII of the Civil Rights Act of 1968 (Fair Housing Act); Section 104(b)(2) of the Housing and Community Development Act of 1974; Section 504 of the Rehabilitation Act of 1973 as amended; Title II of the Americans with Disabilities Act of 1990 (ADA); and the Architectural Barriers Act of 1968. C. Neither the NEGRC nor the participating government shall be responsible for any costs incurred in the preparation of the statement of qualifications or other related activities. D. All questions shall be submitted in writing (e-mail is acceptable). All questions and responses will be shared with all requesting firms responding to this RFQ before the stated deadline. E. All materials submitted in connection with this RFQ will be public documents and subject to the Open Records Act and all other laws of the State of Georgia and the United States of America, and subject to the open records policies of the Northeast Georgia Regional Commission. All such materials shall remain the property of the Northeast Georgia Regional Commission and will not be returned to the respondent. F. All respondents to this RFQ shall hold harmless the Northeast Georgia Regional Commission, the participating governments, and any of their officers and employees from all suits and claims alleged to be a result of this RFQ. The issuance of this RFQ constitutes only an invitation to present qualifications. The Northeast Georgia Regional Commission reserves the right to determine, at its sole discretion, whether any aspect of a respondent's submittal meets the criteria in this RFQ. The Northeast Georgia Regional Commission also reserves the right to seek clarifications, to negotiate with any vendor submitting a response, to reject any or all responses with or without cause, and to modify the procurement process and schedule. In the event that this RFQ is withdrawn or the project canceled for any reason, the Northeast Georgia Regional Commission and participating governments shall have no liability to any respondent for any costs or expenses in connection with this RFQ or otherwise.
- 2023 Comprehensive Plan Update
After spending many months seeking community input on revisions to Winterville's Comprehensive Plan, the Steering Committee assigned this task has created the draft plan linked below. This document serves as a guiding vision for the city and should be viewed as a blueprint to guide our civic priorities over the next five years. There will be a public hearing to discuss this plan scheduled for March 30,2023 6:00 p.m. in the Historic Winterville Train Depot.
- Moores Grove Road Redevelopment Public Meeting
There will be a meeting held between the Mayor and Council of the City of Winterville and the Winterville Planning and Zoning Commission at the Winterville Depot at 5:30pm on Monday, February 13. This meeting is open to the public but is not a hearing; citizens are welcome to attend but no public questions or comments will be heard. The purpose of the meeting will be to discuss the proposed Moores Grove Road development located at Tax Parcels 283 012, 283A4 A001, 281 010.
