Minutes April 14, 2026 The Mayor and City Council held their regular City Council meeting on April 14, 2026 at 6:00 p.m. at Winterville City Hall, 125 N Church Street, Winterville, Georgia. Attendees: Mayor Dodd Ferrelle; Mayor Pro-Tem, Bruce Johnson; Council Members Jonathan Mosley, Heidi Spratlin, City Attorney David Ellison and City Clerk Wendy Bond. Timothy Pierce-Tomlin was unable to attend in person but listened via the telephone. Mayor Ferrelle called the meeting to order at 6:00 p.m. The Pledge of Allegiance was recited. Approval of Minutes: Councilperson Mosley moved to approve the minutes of March 10, 2026. The motion was seconded by Councilperson Spratlin and approved unanimously. Old Business – None. New Business The First Item of New Business: Blacksmith Shop: Sealed Bid Award. Councilperson Spratlin moved to authorize Mayor Ferrelle to sign and enter into a lease agreement with the Marigold Collective for the initial term of 4/15/2026 – 3/31/2031 and then one five-year extension option. The Collective agrees to make a donation to the city for each preceding year calculated by 3/31 and payable by 4/1. The motion was seconded by Councilperson Mosley and approved unanimously. The Second Item of New Business: SPLOST Funding: Councilperson Johnson moved to declare the 52.2005 (WCCC Elevator/2nd floor project) complete and move $125,000 of the designated funds to 52.2003 (WCCC & Auditorium) move the remaining $19,349.22 from 52.2005 to 52.2002 (City Hall Improvements) to pay off the Bank. Declare 52.1004 (Marigold Train Project) complete and move the remaining designated funds to 52.1002 (Pittard Park) for a Civitan grant matching funds. The motion was seconded by Councilperson Mosley and unanimously approved. The Third Item of New Business: Cultural Center Campus Final Phase: Landscaping, sidewalks, benches, art and signage $150K SPLOST/TSPLOST. Councilperson Johnson moved to approve up to $112,460 TSPLOST funds for landscaping, parking and sidewalks and table the $45,000 tree sculpture project for further discussion and a possible presentation. The motion was seconded by Councilperson Pierce-Tomlin. Councilpersons Johnson, Spratlin and Pierce-Tomlin voted in favor, Councilperson Mosley abstained. The motion carried. The Fourth Item of New Business: Public Works Lawn Mower. Councilperson Johnson moved to use TSPLOTS funds, if legal, for the purchase of a mower for Public Works. If not, SPLOST 2020 funds will be utilized. The motion was seconded by Councilperson Mosley and unanimously approved. The Fifth Item of New Business: Holiday Decoration Funding. Councilperson Mosley moved to table this item for further discussion. The motion was seconded by Councilperson Spratlin and unanimously tabled. Public Finance – (Councilpersons Mosley & Johnson): Councilperson Mosley gave a brief update. Clerk Bond has prepared financial statements through March 31, 2026. Documents are available for public review upon request. Public Safety (Councilperson Pierce-Tomlin & Spratlin): Councilperson Spratlin gave a verbal report. Fire Department – No report. Police Department – No report. Public Works – (Councilperson Johnson and Mosley) Councilperson Johnson gave a verbal report. Communications – (Councilperson Pierce-Tomlin & Spratlin) Councilperson Pierce-Tomlin gave a verbal report. Cultural Center – Sam Marx & Tina Mills gave a verbal report. Museum Report – Jonathan Scott gave a verbal report. Marigold Market & Food Hub –The Firefly Farm Stop held their grand opening April 11, 2026 at 11:00 am. It was well attended. Library Report – Sam Watson gave a verbal summary of her submitted report. Clerk’s Report – Clerk Bond stated that Southeastern Color provided pizza for everyone tonight to show their appreciation to the city for using them as printer for the quarterly newsletter. City Attorney’s Report – No report. Mayor’s Report – Mayor Ferrelle gave a brief verbal report. Public Comments – Adjournment: Councilperson Johnson moved to adjourn. Minutes March 10, 2026 The Mayor and City Council held their regular City Council meeting on March 10, 2026 at 6:00p.m. at Winterville City Hall, 125 N Church Street, Winterville, Georgia. Attendees: Mayor Dodd Ferrelle; Mayor Pro-Tem, Bruce Johnson; Council Members Jonathan Mosley; Timothy Pierce-Tomlin; and City Clerk Wendy Bond. Heidi Spratlin and City Attorney David Ellison were unable to attend. Mayor Ferrelle called the meeting to order at 6:00 p.m. The Pledge of Allegiance was recited. Approval of Minutes: Councilperson Pierce-Tomlin moved to approve the minutes of February 10, 2026. The motion was seconded by Councilperson Mosley and approved unanimously. Old Business – None. New Business The First Item of New Business: Athens Living Presentation. Andrew Trawick — Publisher of Athens Living Magazine, came before Council to give an overview of the Athens Living Magazine. The Second Item of New Business: Pittard Park Playground PER Bids. Councilperson Pierce Tomlin moved to approve SPG Planners & Engineers as the approved firm for the Pittard Park Expansion Project, under the LWCF (Land, Water, Conservation Fund) Grant. At a PER cost estimate of $5,000.00 SPLOST 2020 funds (Quality of Life/Family Friendly Upgrades & Improvement bucket). The motion was seconded by Councilperson Johnson and unanimously approved. {LWCF Grants require a 50% match.} The Third Item of New Business: Pittard Park Civitan Grant Matching Funds. Councilperson Pierce-Tomlin moved to approve up to $23,000.00 SPLOST 2020 funds to match a Civitan grant, pending that it is awarded, as matching grant funds for the Pittard Park Expansion Project. The motion was seconded by Councilperson Johnson and unanimously approved. The Fourth Item of New Business: Marigold Farm Stop Sealed Bid/Mou. Councilperson Pierce Tomlin moved to approve the process to approve the criteria for a sealed bid process and MOU for the Blacksmith shop building. The motion was seconded by Councilperson Mosley and unanimously approved. The ad will be placed in the Athens Banner Herald as soon as possible. The Fifth Item of New Business: Alcohol License Fees. Councilperson Johnson moved to approve changes to the alcohol license fees to the following: Class D, retail distilled spirits by the drink $750.00 Class E, retail beer by the drink $750.00 Class F, retail wine by the drink $750 Sunday Sales Permit $0.00 The motion was seconded by Councilperson Pierce-Tomlin and unanimously approved. The Sixth Item of New Business: WVFD Safety Tools Package. Councilperson Pierce-Tomlin moved to approve up to $30,000 SPLOST 2020 funds for safety tools to be purchased for the fire department. The motion was seconded by Councilperson Johnson and unanimously approved. The Seventh Item of New Business: Public Works Work Order Form. Councilperson Pierce Tomlin moved to approve a Public Works Work Order form to provide all city departments and Council a way to communicate with Public Works The motion was seconded by Councilperson Mosley and unanimously approved. This will streamline the process and have a paper trail to keep up with city projects. Minutes February 10, 2026 The Mayor and City Council held their regular City Council meeting on February 10, 2026 at 6:00 p.m. at Winterville City Hall, 125 N Church Street, Winterville, Georgia. Attendees: Mayor Dodd Ferrelle; Mayor Pro-Tem, Bruce Johnson; Council Members Jonathan Mosley, Heidi Spratlin; Timothy Pierce-Tomlin; City Attorney David Ellison; and City Clerk Wendy Bond. Mayor Ferrelle called the meeting to order at 6:00 p.m. The Pledge of Allegiance was recited. Approval of Minutes: Councilperson Johnson moved to approve the minutes of January 13, 2026. The motion was seconded by Councilperson Pierce-Tomlin and approved unanimously. Old Business – None. New Business The First Item of New Business: TSPLOST 2026/28 . Councilperson Spratlin moved to adopt a TSPLOST 2026/2028 Resolution of the Mayor and Council for, among other things, the approval of an Intergovernmental agreement; and for all other matters. The motion was seconded by Councilperson Pierce-Tomlin and unanimously approved. The Second Item of New Business: Open Container Ordinance . Councilperson Johnson moved to adopt Ordinance #2026 -0001 to allow open containers within designated areas of the City Square, the Firefly Farmstop and the Cultural Center Campus. The motion was seconded by Councilperson Spratlin and unanimously approved. The Third Item of New Business: Alcohol License Fees . Councilperson Mosley moved to table this item for further discussion. The motion was seconded by Councilperson Johnson and unanimously tabled. The Fourth Item of New Business: Marigold Collective Equipment MOU . Councilperson Pierce Tomlin move to authorize the process to create the criteria for a sealed bid process for the Blacksmith shop building. The motion was seconded by Councilperson Spratlin and unanimously approved. The Fifth Item of New Business: Marigold Collective Equipment Purchase . Councilperson Pierce-Tomlin moved to approve the purchase of equipment for the Firefly Farmstop using SPLOST 2020 funds. The motion was seconded by Councilperson Spratlin and unanimously approved. The Sixth Item of New Business: Cultural Center Landscaping, art and benches . Councilperson Mosley moved to table this item for further discussion. The motion was seconded by Councilperson Johnson and unanimously tabled. The Seventh Item of New Business: Pole Mounted Christmas Lights . Councilperson Spratlin moved to approve the purchase of four (4) more pole mounted Christmas lights using $2,426.27 SPLOST 2020 funds. The motion was seconded by Councilperson Mosley and unanimously approved. The Eighth Item of New Business: Storm Supplies . Councilperson Johnson moved to approve $1,250.00 SPLOST 2020 funds for the purchase of fifteen (15) cots, emergency supplies, and a first-aid kit for the Cultural Center’s use as a storm shelter. The motion was seconded by Councilperson Pierce-Tomlin and unanimously approved. The Ninth Item of New Business: Dedications . Councilperson Pierce-Tomlin moved to approve the following dedications: • The City Square, encompassing the area including City Hall, the Blacksmith Building, the Police Department, and the Front Porch Bookstore; • Renaming Wesley Whitehead Square to Wesley Whitehead Plaza; • Renaming Inez Edwards Plaza to Inez Edwards Lane; • Dedicating the large pavilion to Emily Coile Harris. The motion was seconded by Councilperson Spratlin and unanimously approved. Committee Reports: Public Finance – (Councilpersons Mosley & Johnson): Clerk Bond has prepared financial statements through January 31, 2026 and the 2025 financials are under review pending final year end entries. Documents are available for public review upon request. Public Safety (Councilperson Pierce-Tomlin & Spratlin): Councilperson Spratlin gave a verbal report. Fire Department – Chief Michael Gabriel submitted a call report. Police Department – Chief Young gave a verbal report. Public Works – (Councilperson Johnson and Mosley) Councilperson Johnson gave a verbal report. Public Works is working on a bike repair station on the firefly trail. Communications – (Councilperson Pierce-Tomlin & Spratlin) Councilperson Pierce-Tomlin gave a verbal report. The search continues for replacement for the editor of the Winterville Gazette. Cultural Center – Museum Report – Jonathan Scott gave a verbal report. Marigold Market & Food Hub – Sarah Hovater gave a verbal report.
