The Mayor and City Council held a Called Meeting on Tuesday, July 23, 2025, at 5:30 pm in

Winterville City Hall.


Mayor Ferrelle called the meeting to order at 5:30 pm. Also in attendance were Councilpersons Bruce Johnson, Jonathan Mosley, Melissa Metzger, Deputy Clerk Ben Oña, filling in for Municipal Clerk Wendy Bond, who was unable to attend.


The First Item of Business: Call for Special Election. Councilperson Johnson moved to submit a Call for a Special Election to the Athens Clarke County Board of Elections, to be held Tuesday November 4, 2025 to fill the vacancy created by the resignation of Melissa Metzger for the remainder of her unexpired term which expires on December 27, 2027. The motion was seconded by Councilperson Mosley and unanimously approved.


The Second Item of New Business: Call for election; Liquor by the Drink. Councilperson

Mosley moved to adopt a Resolution to Call for Referendum Election to the Athens Clarke

County Board of Elections to be held Tuesday November 4, 2025, for the purpose of

determining whether or not the City of Winterville, Georgia shall be authorized to issue licenses to sell distilled spirits for beverage purposes by the drink, such sales to be for consumption on the premises, pursuant to O.C.G.A. § 3-4-92. The motion was seconded by Councilperson Metzger and approved unanimously.


The Third Item of New Business: Call for election; Sunday Package sales of beer and wine.

Councilperson Mosley moved to adopt a Resolution to Call for Referendum Election to the

Athens Clarke County Board of Elections to be held Tuesday November 4, 2025, for the

purpose of determining whether or not the City of Winterville, Georgia shall be authorized to permit and regulate package sale by retailers of both malt beverages and wine on Sundays between the hours of 12:30 pm and 11:30 pm pursuant to O.C.G.A. § 3-3-7(p)(1). The motion was seconded by Councilperson Metzger and approved unanimously.


Councilperson Metzger moved to adjourn at 5:41 pm. The motion was seconded by

Councilperson Mosley and adjourned.
