The Mayor and City Council held their regular City Council meeting on May 12, 2026 at 6:00 p.m. at Winterville City Hall, 125 N Church Street, Winterville, Georgia.


Attendees:

Mayor Dodd Ferrelle; Mayor Pro-Tem, Bruce Johnson; Council Members Jonathan Mosley, Heidi Spratlin, Timothy Pierce-Tomlin; and City Clerk Wendy Bond. City Attorney David Ellison was unable to attend.


Mayor Ferrelle called the meeting to order at 6:00 p.m.


The Pledge of Allegiance was recited.


Approval of Minutes:

Councilperson Pierce-Tomlin moved to approve the minutes of April 14, 2026. The motion was seconded by Councilperson Mosley and approved.


Old Business – None.


New Business


The First Item of New Business: Auditorium Fencing, Art Installation & benches. Councilperson Mosley moved to approve the full project as presented; the fence, benches and artwork, pending approval by the HPC. The motion was seconded by Councilperson Pierce-Tomlin.


Councilperson Johnson wished to discuss and amend the motion, to delay the vote until the COA application is completed and receives a recommendation regarding approval has been received.


There was no second on this motion, therefore it failed, and discussion returned to the original motion.


Mayor Ferrelle called for a vote on the original motion. The motion carried by a vote of 3-1, with Councilperson Johnson voting nay.


The Second Item of New Business: Movie Screen/Projector. Councilperson Pierce-Tomlin

moved to approve up to $950.00 SPLOST 2020 funds to purchase a projector and an

indoor/outdoor inflatable screen to show movies on the lawn. The motion was seconded by

Councilperson Spratlin and unanimously approved.


The Third Item of New Business: Traffic Speed Detection Sign Replacement. Councilperson

Mosley moved to approve $13,060.08 TSPLOST funds for the purchase of new sign mounted

speed detection devices. The motion was seconded by Councilperson Johnson and unanimously approved.


The Fourth Item of New Business: Tyler and Duty Hub Systems for WPD. Councilperson

Pierce-Tomlin moved approve $2,500.00 annually for the Tyler System and $1,500.00 annually for the DutyHub System, using General Funds, for the police department. The motion was seconded by Councilperson Spratlin and unanimously approved.


The Fifth Item of New Business: Holiday Decoration Funding. Councilperson Mosley moved to table this item for further discussion. The motion was seconded by Councilperson Johnson and unanimously tabled.


Public Finance – (Councilpersons Mosley & Johnson): Councilperson Mosley gave a brief update. Clerk Bond has prepared financial statements through April 30, 2026. Documents are available for public review upon request.


Public Safety (Councilperson Pierce-Tomlin & Spratlin): Councilperson Spratlin gave a verbal

report.


Fire Department – No report.


Police Department – No report.


Public Works – (Councilperson Johnson and Mosley) Councilperson Mosley and Tom Doonan

gave a verbal report.

Communications – (Councilperson Pierce-Tomlin & Spratlin) Councilperson Pierce-Tomlin gave a verbal report.


Cultural Center – Sam Marx & Tina Mills gave a verbal report.


Museum Report – Jonathan Scott gave a verbal report.


Library Report – Sam Watson gave a verbal summary of her submitted report.


Clerk’s Report – No report.


City Attorney’s Report – No report.


Mayor’s Report – Mayor Ferrelle gave a brief verbal report.


Public Comments – None.


Councilperson Pierce-Tomlin moved to go into Executive Session at 6:47 p.m. for a personnel matter. The motion was seconded by Councilperson Spratlin and unanimously approved.

Councilperson Pierce-Tomlin moved to close the Executive Session at 7:33 p.m. and return to regular session. The motion was seconded by Councilperson Mosley and unanimously approved.


Adjournment: Councilperson Johnson moved to adjourn. The motion was seconded by

Councilperson Pierce-Tomlin and adjourned at 7:34 p.m.
