Minutes September 10, 2024 The Mayor and City Council held their regular City Council meeting on Tuesday September 10, 2024 at 6:00 pm at Winterville City Hall. Attendees: In person: Melissa Metzger, Jonathan Mosley, and Municipal Clerk Wendy Bond. Virtual Attendance (via Zoom): Mayor Dodd Ferrelle (attending while traveling) Mayor Pro-Tempore, Bruce Johnson Absent: City Attorney David Ellison The Pledge of Allegiance was recited. Approval of Minutes: Councilperson Mosley moved to approve the minutes of August 13, 2024. The motion was seconded by Councilperson Metzger and passed unanimously. Unfinished Business: None. New Business: The First Item of New Business: Cultural Center Interim Director . Councilperson Mosley moved to appoint Tina Mills as the interim director of the Winterville Cultural Center replacing Jack Eisenman who retired on August 30, 2024. The motion was seconded by Councilperson Metzger and passed unanimously. Ms. Mills resigned from Council to accept this position. The Second Item of New Business: Auditorium Deck Stain/Gutters, Downspouts and Metal Trim . Councilperson Johnson moved to approve up to $8200 in ARPA funds for staining the auditorium deck, and painting gutters, downspouts and metal trim. The Third Item of New Business: Tree Commission Grant . Councilperson Johnson moved to approve up to $1000 in matching general funds or in-kind for a Tree Give-away event. The motion was seconded by Councilperson Metzger and approved unanimously. The Fourth Item of New Business. Liquor by the Drink/Charter Amendment . Councilperson Johnson moved to schedule two public hearings for October 1, 2024 and November 5, 2024 to discuss amending the charter to allow liquor by the dink. The motion was seconded by Councilperson Mosley and approved. The Fifth Items of New Business: Library Board Members . Councilperson Johnson moved to appoint Cynthia Krestalude and Douglas Bell to the library board. The motion was seconded by Councilperson Mosley and unanimously approved. The Sixth Item of New Business: Update to Athens-Clarke County and City of Winterville Hazard Mitigation Plan . Councilperson Mosley moved to authorize Mayor Ferrelle to sign a resolution to update the Athens-Clarke County and City of Winterville Hazard Mitigation Plan. The motion was seconded by Councilperson Metzger and unanimously approved. The Seventh Item of New Business: Fright on the Firefly Trail . Councilperson Johnson moved to approve the Fright on the Firefly event consisting of groups within the city as an event for children to trick-or-treat safely along the Firefly trail. Marigold Market – Sarah Hovater submitted a written report. Library Report – Toby Mayfield introduced Sam Watson as the newly appointed Winterville Librarian. Ms. Watson gave a verbal report. Winterville Planning and Zoning Commission Winterville City Hall Winterville, GA 30683 Regular Meeting Wednesday September 4, 2024 - 5:30 P.M. Members Present: Andy Dawson (Served as Chair) Collin Field Patrick Valentine Harry Spratlin Kim Burch, Chair (Was not in attendance) Regular Meeting: Chairperson Dawson called the meeting to order at 5:30 p.m. He called for a moment of silence in honor of the Winder school shooting that occurred earlier today and for the Greene County Battalion Chief, killed in the line of duty. Minutes: Member Field move to approve the Minutes of August 5, 2024. The motion was seconded by Member Valentine and approved unanimously. Old Business: None. New Business: 1. Karl Ahrens, 286 Lakeview Drive – presented general renovation plans for his home, accompanied by drawings for the Commission’s review. He will submit an official application at a later date. Member Valentine moved to approve his request as presented. The motion was seconded by Member Field and passed. 2. Judy Hammond, 210 N Church Street – Ms. Hammond submitted an application for the construction of a pergola at the rear of her home. The Historic Preservation Committee (HPC) has already approved the Certificate of Appropriateness (COA). Member Valentine move to approve The application as presented. The motion was seconded by Member Spratlin and passed. 3. Memo to Mayor and Council – Secretary Wendy Bond composed a memo recommending the approval of the zoning request submitted by Todd Pulliam, 450 Robert Hardeman Road. Minutes August 13, 2024 The Mayor and City Council held the regular City Council meeting on Tuesday August 13, 2024 at 6:00 pm at Winterville City Hall. Mayor Ferrelle called the meeting to order at 6:00 pm. Also present were Melissa Metzger, Jonathan Mosley, Tina Mills, Bruce Johnson, Municipal Clerk Wendy Bond and City Attorney David Ellison. The Pledge of Allegiance was recited. Approval of Minutes: Councilperson Metzger moved to approve the minutes of July 9, 2024. The motion was seconded by Councilperson Mosley and passed unanimously. Unfinished Business: None. New Business: The First Item of New Business: Business Proposal for Bank Building. Isabella Marler, accompanied by her dog, Axle, and supported by her parents, Tania and Chuck Marler (a fireman with the Winterville Volunteer Fire Department) presented a business proposal to the Mayor and Council for the utilization of the historic Pittard Bank Building. The proposal outlined plans to transform the building into a local coffee shop and bakery. This new business would be staffed primarily by individuals with special needs, offering them valuable work experience and a supportive environment. The Marlers, who reside in the city, emphasized the importance of preserving the historic significance of the Pittard Bank Building while fostering inclusivity within the community. The council discussed the proposal and agreed that more details, including a formal business plan, would need to be reviewed at a later time. No action was taken at this meeting. The Second Item of New Business: SPLOST 2020 Amendment. Councilperson Johnson moved to authorize Mayor Ferrelle to sign the amendment as presented by Athens-Clarke County. The motion was seconded by Councilperson Metzger and approved unanimously. The Third Item of New Business: Flock Cameras. Councilperson Johnson moved to deny the purchase of the flock cameras. The motion was seconded by Councilperson Mills and unanimously denied. The Fourth Item of New Business. Winterville Police Body Cameras. Councilperson Mosley moved to purchase 6 body cameras from Axon $24,363.20 over a five-year period ($4,872.64 each year by SPLOST 2020 Funds). The motion was seconded by Councilperson Metzger and approved unanimously. The Fifth Items of New Business: Computer Purchase. Councilperson Metzger moved to purchase a new computer for the Cultural Center/Art Gallery from Athens Micro Computer in the amount of $1,516.00 of general funds. The motion was seconded by Councilperson Johnson and approved by three (3) votes. Councilperson Mills abstained. The Sixth Item of New Business: More Creative Agency Quote for Marketing. Councilperson Johnson moved to approve up to $1,700 in general funds to the More Creative Agency (Cole Shackleford) for marketing for the Cultural Center campus. The motion was seconded by Councilperson Mosley and approved by three (3) votes. Councilperson Mills abstained. The Seventh Item of New Business: Auditorium Renovations. Councilperson Mosley moved to approve up to $7,000.00 of ARPA funds for reglazing and painting the windows antique black, inside and out. The motion was seconded by Councilperson Johnson and approved by three (3) votes. Councilperson Mills abstained. The Eighth Item of New Business: TSPLOST 2026 Proposal. Councilperson Johnson moved to approve $13,400 TSPLOST funds and enter into a contract with W&A Engineering. The motion was seconded by Councilperson Metzger and approved unanimously. W&A will prepare the TSPLOST 2026 project applications, assign preliminary cost estimates project presentations, conceptual designs where applicable, and administer the application process for the City’s selected project. A copy of the contract is attached. The Ninth Item of New Business: Councilperson Mosley moved to appoint Savannah Osborn as a new member to the DDA board. Winterville Planning and Zoning Commission Winterville City Hall Winterville, GA 30683 Regular Meeting Monday August 5, 2024 - 5:30 P.M. Members Present: Kim Burch, Chair Andy Dawson Collin Field Patrick Valentine Harry Spratlin Regular Meeting : Chairperson Burch called the meeting to order at 5:30 p.m. Minutes: Member Field move to approve the Minutes of July 1, 2024. The motion was seconded by Member Valentine and approved unanimously. Old Business : New Business : 1. Luis Martinez, 115 Winter Hill Drive - Submitted an application for his business, Foam Guard, LLC. To comply with city regulations, he would not be permitted to park a commercial vehicle on the street, nor receive product deliveries at his residence. The Commission recommended he find a physical location other than his residence to store and receive his products and park his commercial vehicles. He would be permitted to use his residence as a home office only. Once he secures a suitable location, he can provide proof to the City Clerk, who will pass it along to the committee. No action was taken. 2. Golden Pantry (Engineering Firm: Core States; Representative: Phillip Takacs) - Member Spratlin moved to approve a zoning demolition permit for the Golden Pantry, 315 Athens Road. The outside contractor handling the demolition must comply with normal protocol for commercial demolition particularly for handling hazardous materials. A HazMat Report will also be required. The motion was seconded by Member Dawson and passed unanimously. 3. Todd Pulliam, 450 Robert Hardeman Road (Land Subdivision) - Member Field moved to approve the subdivision of 5.951 acres from the existing parcel #291 011D currently zoned R20H. The surveyor will submit the plat to Athens-Clark County to assign a new map and parcel number to the newly subdivided lot. (Received 8/13/2024 to be: 291 011H.) The motion was seconded by Member Spratlin and passed unanimously. 4. Todd Pulliam, 450 Robert Hardeman Road. (Rezoning Request) Mr. Pulliam submitted an application to rezone the newly subdivided lot from R20H to C-1. Once the new parcel number is assigned, (#291 011H), he will post a sign for the rezone public hearing and an ad will be run in the local organ. No action was taken. 5. Dennis Long. 360 South Main Street. Code Enforcement Officer, Jack Reddick, visited Mr. Long regarding concerns that his residence appears to be operating as a business. Mr. Long insists that he is working on lawnmowers as a hobby and not running a business. Officer Reddick informed Mr. Long that removing the excess lawn mowers would improve appearance of his property and lessen the impression that he is running a business. No action was taken. A+ Tow Pro - A letter will be drafted to put A+ Tow Pro on notice for non-compliance with the original agreement with the city, which prohibits cars from being stored outside for unless inside a structure or building. Member Dawson moved that a letter be hand-delivered giving A+ Tow Pro 30 days to comply or face a citation and a court appearance. The motion was seconded by Member Valentine and unanimously approved. 6. Thomas Santosky, 201 South Church Street – The secondary building located at 201 South Church Street has become an unsafe structure, collapsing in on itself. P&Z will send a letter requiring the unsafe structure to be demolished and removed, and a hazardous materials report to be submitted to the city within 60 days. Any wells on the property must also be secured safely. Member Field moved to send/deliver a letter to Mr. Santosky. The motion was seconded by Member Spratlin and passed unanimously. Although this property is located in the Historic District, the house is beyond repair. P&Z will confer with the Historic Preservation Commission (HPC) on this matter. Note: Thomas Santosky and Letitia Anderson Santosky, the owners, reside at 4215 Old Lexington Road, Athens, GA 30605. New Business: The First Item of New Business: Councilperson Metzger moved to adopt the 2.9 millage rate. The motion was seconded by Councilperson Johnson and unanimously approved. The Second Item of New Business: Flock Cameras. Councilperson Johnson moved to table to approval of the flock cameras until further notice. Councilperson Metzger moved to approve up to $2,500 of general funds to spend on the opening of the Cultural Center Art Gallery to be held on Saturday, June 15, 2024. The motion was seconded by Councilperson Johnson and approved. Councilperson Mills abstained. The Second Item of New Business: LMIG Project Request 2025. Councilperson Mills moved to authorize Mayor Ferrelle to sign the application for the 2025 LMIG Project Request. The motion was seconded by Councilperson Johnson and approved unanimously. These funds will continue funding for the crosswalk projects of Parkview Road and the intersection of Robert Hardeman Road, Main Street and the Dozier Street. The Third Item of New Business. Dozier Street Closure Ordinance. Councilperson Mosley moved to adopt Ordinance 2024-0005 an ordinance to temporarily close Dozier Street so the city may evaluate and consider closing the street permanently. The motion was seconded by Councilperson Metzger and approved unanimously. The Fourth Item of New Business. PCI Business License. Councilperson Metzer moved to approve a business license application from Prestige Cleaning Innovations as presented and as recommended by P&Z. The motion was seconded by Councilperson Mills and approved unanimously. The Fifth Items of New Business: Councilperson Mosley moved to appoint Harry Spratlin as a new member to the Planning and Zoning Commission to fill the seat vacated after the passing of James “Jimmy” Tucker. The motion was seconded by Councilperson Johnson and approved unanimously. The Sixth Item of New Business: Athens Micro Computer Firewall Quote. Member Johnson moved to approve the revised quote of $1,75.00 from Athens Micro Computer as presented. The motion was seconded by Councilperson Metzger and unanimously. (Added agenda item.) The Seventh Item of New Business License. Councilperson Metzger moved to approve a business license as presented for Cakeman Al’s Royalty Cakes, LLC. This business will operate from the commercial kitchen in conjunction with the Marigold Collective. The motion was seconded by Councilperson Johnson and approved unanimously. Committee Reports: Public Finance (Johnson & Mosley) Councilperson Johnson reported Clerk Bond has provided financial statements through May 31, 2024. The statements are available for review by the public upon request. Public Safety (Metzger & Mosley) Fire Department – Chief Michael Gabriel submitted a call report. Public Works (Johnson & Mills) – Tom Doonan stated automatic sink shut-off faucets have been installed in the large pavilion restrooms to prevent excessive water use. He is also getting quotes for tankless toilets in the small pavilion restrooms. Many of the septic problems are resulting from the lack of water needed to push waste and paper into the existing septic tank. Communications Committee (Metzger & Mills) – Councilperson Metzger gave a report. Winterville Cultural Center – Diana Hartle gave a verbal report. Dr. Museum Report – Jonathan Scott gave a verbal report. Marigold Market – Sarah Hovater submitted a written report. Library Report – Deirdre Murray gave a verbal report. Clerk’s Report – No report.
