Members Present : Kim Burch, Chair Andy Dawson Collin Field Patrick Valentine Regular Meeting : Chairperson Burch called the meeting to order at 5:30 p.m. The Board recognized the passing of Member James “Jimmy” Tucker’s passing on May 12, 2024. Minutes: Member Field move to approve the Minutes of May 6, 2024. The motion was seconded by Member Dawson and approved unanimously. Old Business : N/A New Business : 1. Member Dawson moved to approve the business license application submitted by Avis Clay, Prestige Cleaning, LLC, to be located at 225 Cherokee Road, Suite #3 . The motion was seconded by Member Field and approved unanimously. 2. Member Dawson moved to approve the preliminary plans submitted by the Core States Group for the New Golden Pantry building, 315 Athens Road pending all signage meets the requirements set forth in the sign ordinance and the HPC overlay. Mayor Ferrelle will be working closely with the builders and relay information as necessary. The motion was seconded by Member Valentine and approved unanimously. The motion was seconded by Member Field and approved unanimously. Old Business: 1. Terry Brown was sent a written notice of the intentions of the committee regarding his closed in garage. New Business: 1. Cecil Smith, 140 Sweetbriar Court, submitted a zoning permit application for a detached garage. It will be a 32 x 40 stick-built structure with metal siding and he plans to wire for electricity. (Permit required by ACC.) Member Dawson moved to approve as presented pending drawings to be submitted. The motion was seconded by Member Field and approved unanimously. 2. Trae Van Came before the committee with questions but no action was taken. She is to submit plans after obtaining a septic permit from Athens-Clarke County. - Minutes from February 13, 2024 City Council Meeting
The Mayor and City Council held the regular City Council meeting on Tuesday February 13, 2024 at 6:00 pm at Winterville City Hall. Mayor Ferrelle called the meeting to order at 6:00 pm. Also present were Melissa Metzger, Jonathan Mosley, Tina Mills, Bruce Johnson, Municipal Clerk Wendy Bond and City Attorney David Ellison. The Pledge of Allegiance was recited. Approval of Minutes: Councilperson Mosley moved to approve the minutes of January 9, 2024. The motion was seconded by Councilperson Johnson and approved unanimously. Unfinished Business: Councilperson Metzger moved to raise the annual funding of the library from $18,000 to $25,000. The motion was seconded by Councilperson Johnson and approved unanimously. New Business: The First Item of New Business. Twilight Gambler Run. Councilperson Johnson moved to approve the Gambler ride through and a SAG stop in Winterville. He presented the city with a hold harmless letter. The motion was seconded by Councilperson Metzger and approved unanimously. The Second Item of New Business: Mayor’s Reading Club Proclamation. Mayor Ferrelle read aloud the Mayor’s Reading Club Proclamation. Councilperson Mosley moved to adopt the proclamation as presented. The motion was seconded by Councilperson Johnson and approved unanimously. The Third Item of New Business. Parkview Crosswalk Project. A public hearing will be scheduled and advertised to adopt the updated zoning procedures of the Winterville Code at the March 5, 2024 6:00 pm workshop meeting and to be voted on at the March 12, 2024 Council meeting. The Fourth Item of New Business. JDA Amendment. Councilperson Metzger moved to approve and adopt the Joint Development amendment as presented. The motion was seconded by Councilperson Johnson and approved. The Fifth & Sixth Items of New Business: Parkview Crosswalk, Robert Hardeman-Dozier Intersection Project. There will be a public input meeting to review plans for the Parkview crosswalk and the Robert Hardeman/Main Street/Dozier intersection. W&A, Engineering will have plans and be available for questions and answers on the projects. The meeting will be February 22, 2024 at 6:00 pm in the Depot. The Seventh Item of New Business. Bobcat Engine. Councilperson Johnson moved to up to $4,800 of general funds to replace the engine in the Bobcat side-by-side. The motion was seconded by Councilperson Mills and approved unanimously. The Eighth Item of New Business: Sexual Abuse and Misconduct Prevention Policy. Councilperson Mosley moved to adopt the Sexual Abuse and Misconduct Prevention Policy as presented. Councilperson Johnson seconded the motion and approved unanimously. The Ninth Item of New Business: Tree Commission Application. Councilperson Mills moved to approve Caroline Riggins as a new member to the Tree Commission. The motion was seconded by Councilperson Metzger and approved unanimously. The Tenth Item of New Business: Business License Approvals. Councilperson Metzger moved to approve two business licenses as recommended by the Planning and Zoning Commission. Barnes & Koonce, LLC is a home occupation business and Chivugan Café and More will be a new restaurant in Five Points. Committee Reports: Public Finance (Johnson & Mosley)Councilperson Johnson reported Clerk Bond has provided financial statements through January 31, 2024. The statements are available for review by the public upon request. Public Safety (Metzger & Mosley)Fire Department – Chief Michael Gabriel submitted a call report. New Business: Councilperson Metzger moved to amend the agenda and modify the order of items and include Josh Koons Environmental Design. The motion was seconded by Councilperson Mosley and approved unanimously. The First Item of New Business. Winterville Volunteer Fire Department. Councilperson Metzger moved to approve the 2024 WVFD Roster as presented. The motion was seconded by Councilperson Mosley and approved unanimously. Michael Gabriel, Chief; Chuck Thornton, Asst. Councilperson Metzger Moved to nominate Councilperson Johnson as Mayor Pro-Tem. The motion was seconded by Councilperson Mills and approved. The Fifth Item of New Business: Pittard Park Playground. Andrew Kline, Landscape Structures, and Josh Koons presented some pricing for the proposed playground equipment. No action was taken. The Sixth Item of New Business. Library Funding. Councilperson Mosley moved to postpone this item for Mayor Ferrelle to research further questions. The motion was seconded by Councilperson Metzger and postponed unanimously. The Seventh Item of New Business: Pickleball use of court. Councilperson Metzger moved to approve the Pickleball Association’s request to use and store their equipment on city property pending a letter from the city, a hold harmless letter from the Pickleball Association. The Association is to purchase any equipment for this purpose. The motion was seconded by Councilperson Johnson and approved unanimously. The Eighth Item of New Business: HPC signage. Councilperson Metzger moved to approve up to $500.00 for four (4) signs and posts for signage for the Historic District of the city. The Ninth Item of New Business: New HPC Member Keri Valentine. Councilperson Mosley moved to appoint Keri Valentine to the Historic Preservation Committee upon the end of Jonathan Frye’s term on the committee. The motion was seconded by Councilperson Mills and approved unanimously. The Tenth Item of New Business: Chief Position Timeline. The Public Safety Committee will review resumes and conduct interviews from applicants for the Police Department’s Chief Position. They will present to Mayor and Council in Executive Session at the February 13, 2024 meeting. Committee Reports: Public Finance – Clerk Bond provided financial statements through December 31, 2023.
