    Regular Meeting – Minutes July 12, 2022 The Mayor and City Council held the regular City Council meeting on Tuesday, July 12, 2022, at 6:00 pm at Winterville City Hall. The meeting was streamed live on FaceBook/YouTube. Mayor Ferrelle called the meeting to order at 6:00 p.m. Also present were Councilpersons, Melissa Metzger, Amanda Mooney, Bruce Johnson, Municipal City Clerk Wendy Bond, and City Attorney, David Ellison. The Pledge of Allegiance was recited by all. Approval of Minutes: Councilperson Mooney moved to accept the regular minutes of June 14, 2022 as presented. The motion was seconded by Councilperson Metzger and the minutes were approved unanimously. Unfinished Business: The 2021 Budget Amendment. This item remains postponed until further notice. New Business: The First Item of New Business: The Tax Increase Public Hearings have been scheduled for: Monday July 18, 2022 11:00 a.m., Monday July 25, 2022 11:00 a.m. and 6:00 p.m. All meetings will be held at City Hall. A Called Meeting will be held immediately following the third public hearing to vote on the millage rate. The Second Item of New Business: Associate Judge. Councilperson Metzger moved to approve Charlie Barrow as the Associate Municipal Judge in event that Judge Markus Boenig is unavailable for court. The motion was seconded by Councilperson Mooney and approved unanimously. Mayor Ferrelle swore Judge Barrow in prior to court on Monday July 11, 2022. The Third Item of New Business: Winterville Police Department salary adjustments. Councilperson Johnson moved to approve salary adjustments for the WPD as follows: Chief of Police $54,000; full-time officers $42,000; part-time patrol. The motion was seconded by Councilperson Metzger and approved unanimously. The Fourth Item of New Business: Public Safety Mental Health & Fitness. Councilperson Mooney moved to approve funding for a Mental Health and Fitness Program to be funded by ARPA. The motion was seconded by Councilperson Johnson and approved unanimously. The Fifth Item of New Business: Pittard Park Tree Safety Project. Councilperson Metzger moved to approve up to $5,000 SPLOST 2020 funds for the Pittard Park Tree Safety Project. The Winterville Arborist Susan Russell will submit a proposal for the project cost, noting trees to be removed and/or pruned. The motion was seconded by Councilperson Mooney and approved unanimously. The Sixth Item of New Business: LMIG 2023. Councilperson Johnson moved to authorize Mayor Ferrelle to apply for the LMIG 2023 $26,000 (30% Match) grant on behalf of the City.     The Mayor and City Council held the regular City Council meeting on Tuesday, October 11, 2022, at 6:00 pm at Winterville City Hall. The meeting was not streamed live due to technical issues. Mayor Ferrelle called the meeting to order at 6:00 p.m. Also present were Councilpersons, Amanda Mooney, Melissa Metzger, Bruce Johnson, Timothy-Pierce Tomlin, and Municipal City Clerk Wendy Bond, and City Attorney, David Ellison. The Pledge of Allegiance was recited. Approval of Minutes: Councilperson Pierce-Tomlin moved to accept the regular minutes of September 13, 2022 as presented. The motion was seconded by Councilperson Johnson and the minutes were approved unanimously. Unfinished Business: Mayor Ferrelle called for a vote to postpone the 2021 Budget Amendment indefinitely as the city auditor does not recommend amending the budget after the audit has been completed. Motion was made to this effect by Councilperson Johnson, seconded by Councilperson Pierce-Tomlin and approved unanimously. New Business: The First Item of New Business: In his efforts to help the city go-green, Councilperson Johnson presented the City of Winterville 100% Clean and Renewable Energy Resolution to Mayor and Council. Councilperson Johnson moved to adopt the resolution as presented. The motion was seconded by Councilperson Metzger and approved unanimously. The Second Item of New Business: Mayor’s Pledge. Mayor Ferrelle signed the attached ‘Mayor’s for 100% Clean Energy Endorsement’. No action was necessary. The Third Item of New Business: 2021 Audit. The city auditor has completed a draft copy of the 2021 audit and provided a copy to the city for review. A final copy will be formally presented in November. The Fourth Item of New Business: 2023 Budget. The 2023 Draft Budget is available for review. A Public Hearing is scheduled for November 1, 2022 6:00 pm. No action was necessary. The Fifth Item of New Business: Marigold Collective Proposal. Councilperson Pierce-Tomlin moved to table the Marigold Collective Proposal for further discussion. The motion was seconded by Councilperson Johnson and tabled unanimously. The Sixth Item of New Business: WVFD/Safety Committee recommendation: The Safety Committee has met with the Fire Department and made a recommendation. Councilperson Pierce-Tomlin moved to approve up to $30,000 for safety equipment for the new fire truck, funded by the sale of the Engine #1 fire truck of $50,000. The motion was seconded by Councilperson Metzger and approved unanimously. The Seventh Item of New Business: Councilperson Mooney is currently working on a continued Wellness Project. No action was necessary. The Eighth Item of New Business: Buzzing for Literacy. The Winterville Elementary School has requested funding for a new project called Buzzing for Literacy.     Winterville Planning and Zoning Commission Winterville City Hall Winterville, GA 30683 Public Hearing & Regular Meeting Monday, November 7, 2022 - 5:30 PM Members Present: David Watwood, Chairman Randy Halstead Andy Dawson Collin Field Shauna Smith (Was unable to attend.) Public Hearing: 5: 30 PM - Minutes In accordance with the requirements of O.C.G.A. 36-66-1 the ‘Zoning Procedures Law’, the Planning and Zoning Commission of the City of Winterville, Georgia will hold a Public Hearing on November 7, 2022 at 5:30 pm at Winterville City Hall, 125 N Church Street, in Winterville. The purpose of the Public Hearing is to receive public input and to make a recommendation to the Winterville Mayor and City Council for the rezoning of property located at 301 Athens Road County Parcel # 283A4 F013, from C-1 to C-PD (Commercial – Planned Development); 145 Cherokee Road, County Parcel # 283 A4 F015 from R15-H to C-PD, and 485 N Main Street 283A4 F012 from R-15H to C-PD. All interested parties wishing to address the Planning and Zoning Commission about the proposed amendment must sign up to speak in advance of the hearing. Chairman Watwood called the public hearing to order at 5:30 PM. Josh Koons, Koons Environmental Design, made a presentation for the owner/developer for the project in two (2) phases. Two (2) residents of the city signed up to speak. They were each given three (3) minutes to speak. All questions were answered and comments accepted. Chairperson Watwood closed the public hearing at 5:48 PM. Regular Meeting: Chairman Watwood called the meeting to order at 5:48 PM. Minutes: Member Field moved approve the September 7, 2022 and October 3, 2022 minutes. The motion was seconded by Member Dawson and approved unanimously. Old Business: New Business: 1. Member Halstead moved to approve Phase I of the project, consisting of the rezoning of the 301 Athens Road Property from C-1 to C-PD; 385 North Main Street from R15-H to C-PD and 145 Cherokee Road from R15-H to C-PD with the condition that only Phase I be approved. Phase II will be tabled until more information is received and requirements are met. The rezone request will be forwarded and recommended to Mayor and Council to set another Public Hearing and vote to table, deny or approve. The motion was seconded by Member Field and approved unanimously. 2. Member Halstead moved to approve the demolition of 134 Henry Meyer Road pending the results of an asbestos report by the contractor. The motion was seconded by Member Field and approved unanimously. HPC has formerly approved this request. 3. Member Dawson moved to approve a building permit application submitted by Margaret Wagner, 130 Winter Hills Drive, to rebuild their home destroyed by fire. The motion was seconded by Member Halstead and approved unanimously. 4. Chair Watwood explained to Bonifacio Alverez, 115 Winter Hill Drive, the need for more detailed drawings, measurements and information before approving their application for a porch addition.     Winterville Planning and Zoning Commission Winterville City Hall Winterville, GA 30683 Public Hearing & Regular Meeting Wednesday January 4, 2023 - 5:30 PM Members Present: David Watwood, Chairman Guests: Mrs. Pam Porter Randy Halstead Tim Wilkes, DuSouth Andy Dawson Matt Dipalma Collin Field Jack Reddick, Code Enf. Regular Meeting: Chairman Watwood called the meeting to order at 5:30 PM. Minutes: The minutes of December 5, 2022 were approved unanimously. Old Business: 1) 280 Bentwood Trail. Per Chairman Watwood, the last we heard from Ms Bevins was when she attended the 8/1/22 meeting. She said then she wanted to build a 12 x 24 carport but Watwood told her that only a 10 x 24 could be built beside her house to maintain the 15ft off the property line. We also told her she needed to submit detailed plans showing what she intended to build. Next thing we got was a picture of a rough sketch on 12/22/22 showing a proposed 18 x 20 ft pole barn behind her house. Watwood went by her house today and the pole barn is already built. Since P&Z does not grant building permits for things already built, I have turned this over to the Code Enforcement Officer. Maybe Jack can determine if the new pole barn is 15ft off the property line and was built to code and inspected by ACC. New Business: 1) Matt Dipalma – 150 Sagewood Dr – Matt wants to buy .16 acres, 17ft strip of NW Dreesen property of the Dreesen lot next door to him. His survey is correct but the application states that he wants to combine two parcels which is not the case. We asked him to get surveyor to correct application and get it to Wendy. 2) Tim Wilkes RLS: Moon and Spaulding property reconfiguration. Tim is a surveyor trying to turn three lots into two parcels. We gave him the written directions showing what is required on combination survey prints. He plans to submit the application, new survey plats and money to Wendy before next month’s meeting and would like to be on the agenda next month. 3) Discussed Kim Burch joining our group. Mayor Ferrelle called the meeting to order at 5:30 p.m. Also in attendance were Amanda Mooney, Bruce Johnson, Melissa Metzger, Timothy Pierce-Tomlin and Municipal Clerk Wendy Bond. Mayor Ferrelle read aloud a resolution to be adopted amending the 2022 Budget. Councilperson Metzger moved to adopt the resolution as presented below. The motion was seconded by Councilperson Pierce-Tomlin and adopted unanimously. No other business was discussed. Councilperson Pierce-Tomlin moved to adjourn, seconded by Metzger and adjourned unanimously at 5:38 p.m. RESOLUTION NO. 2023-03-02 A RESOLUTION OF THE CITY COUNCIL OR THE CITY OF WINTERVILLE, GEORGIA, AMENDING THE BUDGET FOR THE FISCAL YEAR BEGINNING JANUARY 1, 2022 AND ENDING DECEMBER 31, 2022, PROVIDING FOR A BUDGET AMENDMENT WHEREAS: The City of Winterville, Georgia has determined that the budget for 2022 should be amended; and WHEREAS: The Georgia Statutes, Section 36-81-3 requires the governing body amend the budgets in the same manner as the original budget is adopted; and WHEREAS: The City Council adopted the final budget for fiscal year 2022 through resolution on November 9, 2021. Councilperson Pierce-Tomlin moved to approve up to $1838 of the General Fund for electrical repairs at the doctors museum. The motion was seconded by Councilperson Metzger and approved unanimously. The Fourth Item of New Business: Auditorium WIFI. Councilperson Metzger moved to approve up to $1199 in ARPA funds for a WIFI system in the auditorium. The motion was seconded by Councilperson Mooney and approved unanimously. The Fifth Item of New Business: Decommissioned Police Car. Councilperson Mooney moved to approve the sale of a decommissioned police car to the Oglethorpe County Sheriff’s Department. The motion was seconded by Councilperson Pierce-Tomlin and approved unanimously. The Sixth Item of New Business: Business License, Valentine Studio, LLC. Councilperson Mooney moved to approve the Home Occupation Business Licensee for Keri Valentine, Valentine Studio, LLC as presented. The motion was seconded by Councilperson Metzger and approved unanimously. The Seventh Item of New Business: Business License, Miller’s Re-fined Pallet, LLC. Councilperson Mooney moved to approve the Home Occupation Business Licensee for Dan Miller, Miller’s Re-find Pallet, LLC as presented. The motion was seconded by Councilperson Metzger and approved unanimously. Committee Reports: Public Finance – Clerk Bond provided financial statements through January 31 2023. The statements are available for review by the public by request. Public Safety (Fire & Police) – Councilperson Mooney gave a verbal report. Chief Painter followed with a comment regarding solving two financial crimes within the city. Fire Department – Chief Michael Gabriel submitted a call report. Public Works – Tom Doonan and his crew are currently building a 20 x 20 deck off the side of the auditorium along with a custom door entrance to it. The second floor of the Community Center floors are being repaired. A new concession bar has been built and installed in the lobby of the auditorium. Communications Committee – Councilperson Metzger gave a verbal report. A new editor for the Winterville Gazette will begin with the April, May, June issue. Winterville Community Center – Jack Eisenman was not in attendance. Dr. Museum Report – Jonathan Scott gave a verbal report. Marigold Market – Sherrie Anderson gave a verbal report. Library Report – Deirdre Murray gave a verbal report. Clerk’s Report – No report. City Attorney’s Report – No report. Mayor’s Report – Mayor Ferrelle gave a brief report.
