Members Present: Kim Burch, Chair James Tucker Collin Field Russell Cochran Andy Dawson (Was unable to attend.) Regular Meeting: Chairperson Burch called the meeting to order at 5:30 p.m. Minutes: Member Field move to approve the Minutes of December 4, 2023 and January 3, 2024. Barnes & Koonce, LLC. Member Cochran moved to recommend approval to Mayor and Council for a Home Occupation Business License to Barnes & Koonce, LLC. The motion was seconded by Member Tucker and approved unanimously. Chibugan Café & More. Member Field moved to recommend approval to Mayor and Council for a Business License to Salvyn Pez, owner of the restaurant building located at 302 Athens Road. The motion was seconded by Member Cochran and approved unanimously. Chairperson Burch made a recommendation to Mr. Pez to thoroughly check into which food service department and inspections his business will operate under.   • City of Winterville Wins Award for Supporting its Museums

    From January 16-19, the Georgia Association of Museums held its annual conference in Athens. As part of that convention, the Mayor and Council of the City of Winterville were awarded the statewide 2024 Patron Award "for their commitment to supporting local cultural heritage initiatives; specifically, for reviving the Carter-Coile Country Doctors Museum, establishing the Winterville History Museum & Heritage Room, and fully funding both institutions." Accepting this honor were City Council members Bruce Johnson and Jonathan Mosley, accompanied by Winterville Cultural Heritage Director Jonathan Scott. As a member of GAM, the City of Winterville's Carter-Coile Country Doctors Museum served on the conference's host committee and assisted in planning and executing the event which drew more than 200 museum professionals from institutions across the state. Nearly two dozen directors, curators, and educators visited Winterville for an in-depth look at our current and future museums spaces before taking a tour to appreciate the architecture found throughout the Winterville Historic District. In addition to this program, Cultural Heritage Director Jonathan Scott was invited to participate on a panel with other directors regarding his experience interpreting difficult historical topics in museum exhibitions. Our thanks go out to the Georgia Association of Museums for their recognition of our work in growing our historic and heritage resources, and we can't wait to see what additional stories are told in both the Carter-Coile Country Doctors Museum and the forthcoming Winterville History Museum and Heritage Room (opening late 2024)!

    Public Hearing City of Winterville Tuesday, January 9, 2024 5:30 pm – City Hall PUBLIC HEARING NOTICE The City of Winterville is considering applying to the Georgia Department of Community Affairs for a Community Development Block Grant Redevelopment Fund for the purpose of rehabilitating the historic blacksmith shop located at Inez Edwards Plaza and Marigold Lane. These funds must be used to primarily benefit low- and moderate- income persons. The activities for which these funds may be used are in the areas of housing, public facilities, infrastructure, and economic development. More specific details regarding eligible activities, plans to assist displaced persons (if any), the estimated amount of funds proposed to be used for activities to benefit low- and moderate- income persons, and the rating system will be provided at a public hearing which will be held at Winterville City Hall at 125 N Church Street, Winterville GA 30683 on January 9, 2024 beginning at 5:30 p.m. The purpose of this hearing will be to obtain citizen input into the development of the application. The City of Winterville is committed to providing all persons with equal access to its services, programs, activities, education and employment regardless of race, color, national origin, religion, sex, familial status, disability or age. Persons with special needs relating to handicapped accessibility or foreign language should contact Wendy Bond, City Clerk, prior to January 9, 2024.   • Minutes from December 12, 2023 City Council Meeting

    The Mayor and City Council held the regular City Council meeting on Tuesday December 12, 2023 at 6:00 pm at Winterville City Hall. Mayor Ferrelle called the meeting to order at 6:00 pm. Also present were. Melissa Metzger, Amanda Mooney, Tina Mills, Bruce Johnson, Municipal City Clerk Wendy Bond and City Attorney David Ellison. The Pledge of Allegiance was recited. Approval of Minutes: Councilperson Metzger moved to approve the minutes of November 14, 2023. The motion was seconded by Councilperson Mooney and approved unanimously. Unfinished Business: None. New Business: The First Item of Unfinished Business. Winterville Police Department. Chief Painter recognized and commended First Class Officer, Ryan Thomas and Corporal Kathryn Schoepf for their efforts as officers to ensure the safety and quality of the City of Winterville as they patrol the city and go above and beyond the call of duty. Mayor Ferrelle recognized Police Chief David Painter and presented him with a Key to the City. The Second Item of New Business: Adventure Bags Presentation. Misty Manus, Executive Director of Adventure Bags, Inc. came before Council and presented the Police and Fire Departments with boxes of Adventure Bags to have on hand in times of need. Each bag provides age/gender appropriate backpacks filled with overnight essentials and comfort items to children who have been displaced. The Third Item of New Business. Pittard Park Playground. Josh Koons presented several examples of playground equipment also to be presented to the public for review and input. No action was taken. The Fourth Item of New Business. Court Security. Councilperson Mills moved to approve up to $2200.00 General Funds, for the purchase of the Zorpro 6 Zone walk-through metal detector for City Hall. The motion was seconded by Councilperson Mooney and approved unanimously. The Fifth Item of New Business. Cultural Center and Elevator Project. Councilperson Metzger moved to approve up to $75,000 of the General Fund to complete the renovations of the Cultural Center. The motion was seconded by Councilperson Mooney and approved unanimously.     Minutes November 14, 2023 Public Hearing The Winterville City Council held the second of two (2) additional Public Hearings Tuesday November 14, 2023 6:00 pm in Winterville City Hall; to receive public input regarding the Proposed City of Winterville Budget for the year 2024. Documents were available for review at City Hall or on the City’s website: www.cityofwinterville.com. Those wishing to address Mayor and City Council were required to sign up on a form provided by the city prior to the commencement of the hearing. Mayor Ferrelle called the meeting to order at 6:00 pm. No public signed up to speak regarding the 2024 Budget. Mayor Ferrelle closed the public hearing at 6:03 pm. Minutes of City Council November 14, 2023 The Mayor and City Council held the regular City Council meeting on Tuesday November 14, 2023 at 6:00 pm at Winterville City Hall. Mayor Ferrelle called the meeting to order at 6:03 pm. Also present were. Melissa Metzger, Amanda Mooney, Municipal City Clerk Wendy Bond and City Attorney David Ellison. Councilperson Bruce Johnson attended via Zoom. City Attorney David Ellison swore in Tina Mills as the newest member elected to City Council. The Pledge of Allegiance was recited. The motion was seconded by Councilperson Metzger and approved unanimously. The Second Item of New Business. Sunday Alcohol Sales Ordinance. Councilperson Metzger moved to adopt the Sunday Alcohol Sales ordinance and forward to the Athens-Clarke County Board of Elections to have put on the county-wide ballot in May 2024 as a referendum. The motion was seconded by Member Mooney and approved unanimously. The Third Item of New Business. Pickleball Association of Athens. Councilperson Johnson moved to table this item to the December meeting for further discussion. The motion was seconded by Councilperson Mooney and tabled unanimously. The Fourth Item of New Business. Cultural Center Project lighting. Councilperson Metzger moved to table the lighting equipment, installation, and funding item until the December meeting. The motion was seconded by Councilperson Mooney and tabled unanimously. Tom Doonan reported an issue that has arisen of the elevator shaft. There may be a need for a called meeting in the near future to discuss options. The Fifth Item of New Business. Library Repairs. Councilperson Mooney moved to approve up to $10,000 or (10%) of the cost of repairs to be completed at the library. The main library (state) will cover the other ninety percent (90%). The motion was seconded by Councilperson Metzger and approved unanimously. The Sixth Item of New Business. Pittard Park Playground. No action taken. December item. The Seventh Item of New Business.
